Strictly implementing the direction of the Prime Minister in Official Dispatch No. 49/CD-TTg dated April 23, 2025, the General Director of the Vietnam National Industry and Energy Group ( Petrovietnam ) issued a Directive on April 28 to resolutely, synchronously and effectively deploy solutions to ensure electricity supply during peak periods in 2025.

Petrovietnam leaders identified this as one of the key tasks, of key significance in stabilizing production and business as well as contributing to ensuring the country's socio -economic development. It is forecasted that the electricity load in 2025 will grow by up to 12.2% (in 2024, it will increase by 10.1% compared to 2023) for the whole year, with the national maximum capacity reaching 54,510 MW (up 11.3% compared to 2024, which was 48,950 MW).

Faced with the increasing demand for electricity, the General Director of Petrovietnam directed member units to focus on organizing the dissemination and serious and complete implementation of the Government's Resolutions, Directives, Official Dispatches, and directives of the Prime Minister , especially Directive No. 01/CT-TTg dated January 3, 2025 and the approved Plan for electricity supply and operation of the national power system in 2025; strengthen management, promote inspection, supervision, urge and encourage the operation of power projects under their management to ensure adequate electricity supply during peak months of 2025 and the coming time.

Stable operation, proactively ensuring fuel source

To best prepare for power generation during peak months, Petrovietnam's General Director requested units to strengthen inspection and supervision of operations and urge the implementation of power source projects.

For hydropower plants, ensure maximum water storage according to the inter-reservoir operation process, in accordance with hydro-meteorological forecasts to ensure reserve and maximum power generation capacity during peak months.

For coal-fired thermal power plants, proactively source coal to provide sufficient supply for operations; proactively maintain and repair machinery, reserve replacement materials and equipment to ensure best operation, maximize capacity, and minimize incidents during peak times.

For gas-fired thermal power plants, proactively source and ensure sufficient gas supply for plant operations.

The Group's total electricity production in March reached 3.9 billion kWh, up 26% over the same period in 2024. Of which, the Oil and Gas Power Generation Branch (PVPGB) reached 1.47 billion kWh, the highest level since April 2024, Thai Binh 2 Thermal Power Plant set a record for monthly electricity production compared to thermal power plants with the same technology in the system and since operation, reaching 805 million kWh. Accumulated to the end of the first quarter of 2025, Petrovietnam's total electricity output reached 7.88 kWh, up 18% over the same period last year.

One of the key tasks that Petrovietnam carries out is to proactively source fuel (gas, coal, oil) for electricity production, avoiding shortages.

In the first quarter of 2025, Petrovietnam's total electricity output reached 7.88 kWh, an increase of 18% over the same period last year.

At power plants, Petrovietnam requires the development of optimal operating plans, comprehensive technical reviews, and periodic maintenance of generators to minimize incidents and maintain the highest availability during peak seasons.

PetroVietnam Gas Corporation (PV GAS) has developed a specific gas supply plan for each plant, closely coordinating with the power operator to promptly adjust the flow, ensuring a stable and continuous gas flow. In addition to domestic natural gas, imported LNG sources are also carefully calculated to support the upcoming projects such as Nhon Trach 3 and 4 Thermal Power Plants.

The directive of the General Director of Petrovietnam also requires units to accelerate the progress of power source projects that the Group is assigned to invest in to ensure quality and efficiency. Quickly put Nhon Trach 3 thermal power plant into operation in June 2025, Nhon Trach 4 thermal power plant into operation in August 2025. When these two plants come into operation, they will add nearly 1,500 MW of capacity to the national power system, promptly meeting the high consumption demand in the dry season of 2025 and the coming years.

Ensuring plant availability, promoting energy savings

Along with that, Petrovietnam directed power plants to do a good job of preparing for production, promptly overcoming incidents, ensuring operational efficiency and being able to mobilize maximum power generation capacity during peak months of 2025, absolutely not allowing fuel shortages to occur.

The Group and its member units continue to effectively implement electricity saving measures according to Directive No. 20/CT-TTg dated June 8, 2023 of the Prime Minister on enhancing electricity saving in the period of 2023-2025 and the following years; guide and encourage creativity in implementing electricity saving work to achieve the highest efficiency.

In addition, Petrovietnam actively promotes and mobilizes employees and the community to practice saving electricity, contributing to reducing the load on the system during peak hours.

Previously, the Prime Minister issued Official Dispatch 49/CD-TTg to ministries/sectors, state-owned energy corporations, including Petrovietnam. The Prime Minister requested urgent measures to mobilize the maximum capacity of Petrovietnam's power plants, ensure safe, stable and efficient operation, and ensure adequate fuel supply for power generation, especially during the peak dry season. The Prime Minister emphasized the spirit of proactiveness, determination and responsibility, and assigned Petrovietnam and related units to periodically and promptly report on the implementation status for the Government to monitor and closely direct.
