After merging 4 administrative units (Gio Quang, Phong Binh, Gio My, old Gio Linh Town), the new Gio Linh commune has: 29 villages, population 31,129 people. The whole commune has 29 women's associations, 5,338 members/total 6,300 women aged 18 and over (reaching a gathering rate of 83%).
With the activity of supporting women in economic development, Gio Linh Commune Women's Union has taken advantage of the project's revolving capital to invest in building a model of women starting a "clean mushroom" business in Gio Quang Commune (old), with a preferential loan support of 100 million VND and supporting steps towards building products that meet VietGAP standards; maintaining the effectiveness of 11 cooperatives with 73 members, the Union continues to propose supporting the Banh Chi Cooperative (former Gio My) to register labels, packaging, traceability and maintain the effectiveness of cooperatives producing cajuput oil, turmeric starch, clean vegetables and fruits.
As soon as the two-level government model came into operation, Gio Linh Commune Women's Union quickly caught up with the new situation after the merger, organized the Union's activities methodically and flexibly, closely followed the direction and performed well the role of connecting the Union - bank - members, contributing to enhancing women's economic power, building prosperous, progressive and happy families.
The working delegation of the Central Committee of the Vietnam Women's Union inspected the loan entrustment activities and grasped the situation of the Union's activities and women's movements when implementing the two-level local government model in Gio Linh commune, Quang Tri province.

Through inspection, the borrowers have fulfilled their responsibilities of paying interest and saving; using capital for the right purpose and effectively. Gio Linh Commune Women's Union is managing 27 savings and loan groups, with 1,221 loan members, outstanding debt of 79,689 million VND, no overdue debt.
During the working program, Gio Linh Commune Women's Union shared with the delegation some difficulties and obstacles in implementing coordination activities with banks such as: Most women borrow capital on a small household scale, with limited production level, lack of market knowledge and financial management experience. Some members do not have the mindset of linking product consumption, leading to risky capital use. After the merger, some transaction points are not stable...
Through the visit, direct exchange at the grassroots level and working with the Women's Union of Gio Linh commune, the delegation of the Central Committee of the Vietnam Women's Union highly appreciated the implementation of entrusted lending in the locality and recommended that the Women's Union of the commune strengthen propaganda and dissemination of policies on social credit to members and women, especially in new areas after the merger; support members to effectively use loans through activities to support women in starting businesses, creating sustainable jobs, contributing to socio-economic development.
In addition, focus on coordinating with the Social Policy Bank to train the heads of Savings and Loan Groups in entrusting skills; strengthen propaganda and mobilize borrowers to make savings deposits; strengthen inspection and supervision in accordance with regulations; be serious in managing and supervising the activities of Savings and Loan Groups in loan evaluation, monitoring the use of loans, urging the collection of principal and interest and guiding the processes and procedures when participating in transactions at social transaction points...
