From 2026, four-wheeled vehicles carrying people and goods must have zero emissions.

(Dan Tri) - From 2026, some vehicles will still maintain the same standards as before, but two types of vehicles will apply new standards with emissions of 0.


Deputy Prime Minister Tran Hong Ha signed Decision No. 19/2024/QD-TTg stipulating the roadmap for applying emission standards to imported, manufactured and assembled motor vehicles.

The most notable of these is the mandatory application of the "0" emission standard from January 1, 2026 for four-wheeled passenger and cargo vehicles with engines imported or domestically manufactured and assembled, both new and used, and three-wheeled motorbikes and three-wheeled motorbikes.

These vehicles will have to be fitted with new, greener, zero-emission engines (currently battery electric vehicles or hydrogen vehicles).

It should be noted that regular passenger cars are not included in the group of "4-wheeled passenger vehicles" in this new regulation.

A four-wheeled motor vehicle is a road motor vehicle that runs on an engine, is designed to carry people, has two axles and at least four wheels, has a maximum design speed of no more than 30km/h, and has no more than 15 seats (including the driver's seat).

According to this definition, the most common 4-wheeled vehicles are passenger vehicles in tourist areas, golf courses, resorts... Currently, most of these vehicles are electric or gas-powered, so they are not affected by this new regulation.

Meanwhile, a motor vehicle is a motor-driven vehicle with 2 axles, 4 wheels, the engine and cargo box mounted on the same chassis (similar to a truck with a load capacity of less than 3,500 kg).

This type of vehicle uses a gasoline engine, has an engine capacity of no more than 15kW (20 horsepower), a design speed of no more than 60km/h and a curb weight of no more than 550kg.

The Government has approved the pilot operation of 4-wheeled motorized cargo vehicles since 2009 to replace farm vehicles and homemade 3-4-wheeled vehicles, and to operate in 2-3-wheeled lanes. Drivers of these vehicles must have a driving license of class B2 or higher and the vehicle must meet technical requirements through inspection as prescribed.

In addition to the two types of vehicles mentioned above, other vehicle lines have a roadmap to apply emission standards as follows:

Thus, compared to current regulations, the emission standards applicable to new and used cars, imported or domestically produced, remain the same. However, motorbikes and scooters must gradually comply with higher emission standards.

The emission standards (Level 2, Level 3, Level 4 and Level 5) for newly imported and manufactured and assembled vehicles specified in this Decision are emission standards corresponding to Euro 2, Euro 3, Euro 4 and Euro 5 of the United Nations Economic Commission for Europe (UNECE) and the European Union (EC) Directive on type approval of motor vehicles.

The emission standards (Level 1, Level 2, Level 3, Level 4) for imported used vehicles specified in this Decision are the limits of pollutant components in exhaust gas specified in National Standard TCVN 6438:2018 and amendment 01:2021 TCVN 6438:2018 - Road vehicles - Maximum allowable limits of exhaust gas.

The emission standard level of "0" is the level showing that the emissions from the engine of a motor vehicle do not contain pollutants that are limited within the emission standards mentioned above.

This Decision does not apply to a number of vehicles including: Motor vehicles under the management of the Ministry of National Defense and the Ministry of Public Security used for defense and security purposes; motor vehicles imported or manufactured and assembled in Vietnam for scientific research; research for production; displayed and introduced at fairs and trade exhibitions; motor vehicles manufactured and assembled for export...
