The plan to implement the Global Declaration on the Transition from Coal to Clean Energy aims to pilot the installation of carbon capture and transfer systems for coal-fired power plants using old, low-efficiency technology by 2030.

Consider stopping the operation of about 540MW including Pha Lai thermal power plant, capacity 440MW and Ninh Binh thermal power plant, capacity 100MW; if the coal power plants have reached the end of their economic life, old technology, low efficiency cannot solve the problem of efficiency and emissions improvement.

Prioritize the exploitation and thorough and effective use of renewable energy sources for electricity production. Increase the proportion of electricity produced from renewable energy sources to about 29.2 - 37.7%.

By 2045, develop at least 1,160 MW of alternative clean power sources to compensate for power sources, ensuring sufficient power supply for the national power system to consider stopping the operation of about 1,160 MW of coal-fired thermal power for coal-fired power plants that have reached the end of their economic life...

By 2050, develop enough alternative clean power sources to compensate for power sources with a minimum capacity of 3,335MW, ensuring sufficient power supply to the national power system to consider stopping the operation of about 3,335MW of coal-fired thermal power for coal-fired power plants that have reached the end of their economic life if they do not convert fuel or install carbon capture systems.

Converting coal-fired thermal power plants to completely using biomass and ammonia fuels with a total capacity of 25,632 - 28,832 MW; installing carbon capture systems for coal-fired power plants.

According to the plan, by 2050, the orientation is to not use coal fuel for electricity production.
