Efforts to complete the pilot phase
It can be said that KPI is not unfamiliar to the business sector, but it is a new issue for the provincial political system. However, identifying innovation in leadership methods and improving the quality of cadres, civil servants and public employees as one of the strategic breakthroughs, since the end of 2024, the Provincial Party Standing Committee has directed specialized agencies to develop a KPI index framework suitable for each industry and field and pilot application in a number of agencies and units in early 2025. In February 2025, the Steering Committee for implementing job positions of agencies and public service units of the Party, State, Fatherland Front and socio -political organizations of the province approved the Regulation on the set of criteria for assessing, classifying the quality and KPI for cadres, civil servants and public employees to submit to the Provincial Party Standing Committee; established a KPI Working Group; built KPI software integrated on the E-Office Document Management and Operation software; develop and complete the list of work items of agencies, units and localities; train 51 agencies and units and provide separate training in the form of "hand-holding". In order to unify awareness and determination to implement, on March 27, the Provincial Party Standing Committee held a conference to disseminate the implementation of job positions and KPIs for about 7,000 cadres, civil servants and public employees in the whole province.

In March, 19 agencies, units and localities have piloted the application of KPI to evaluate the results and effectiveness of the work of cadres, civil servants and public employees. At the conference to disseminate the implementation of job positions and KPI, Mr. Nguyen Van Thien - Standing Vice Chairman of the Provincial Vietnam Fatherland Front Committee said that from more than 130 work items, after reviewing, the agency has streamlined them to 50 items. Through the pilot implementation, the software still has many manual operations; there is no set of KPI standards by vertical sector; lack of standard quantitative criteria for jobs such as: Mass mobilization, supervision, participation in unions...; some cadres are not familiar with the operation of recording diary, handling work assignments, and missing diary declarations. However, by overcoming arising problems, applying KPI is a positive step, in line with the trend of modernizing public administration.
Mr. Tran Xuan Lam - Standing Deputy Secretary of Nha Trang City Party Committee acknowledged that scoring coefficients are essential tools to measure work performance and help leaders make informed decisions on the mobilization, rotation, and appointment of cadres, civil servants, and public employees. He proposed adding a warning feature to the software when exceeding the standard working time limit in a day; and at the same time supporting regular use of the software. Mr. Chau Ngo Anh Nhan - Director of the Department of Finance shared that the department operates KPI on E-Office in 4 steps: Organizing dissemination, explaining the application of the system; organizing implementation, guiding use, declaring, evaluating from the "hand-holding" perspective; reviewing, evaluating, answering questions, guiding, and correcting; building a KPI Handbook for the agency for the list of specific professional tasks in parallel with the guidance documents of the KPI Working Group. According to Mr. Nhan, job description and evaluation are two important factors to come up with appropriate KPI indicators, reflecting the actual time, work productivity and qualifications of civil servants.
According to Ms. Le Thu Hai - Deputy Head of the Standing Committee of the Provincial Party Committee's Organization Board, the pilot process shows that although there are still some agencies and units with inadequate awareness and lack of closeness in leadership and direction; lack of unity in the process of assigning tasks, monitoring work and evaluating results..., in general, the awareness, leadership and direction of the head and the awareness of cadres, civil servants and public employees are increasingly improved. Cadres, civil servants and public employees clearly understand the meaning and importance of deploying job positions; proactively and actively compile daily work statistics and implement KPIs.
At the conference on implementing job positions and KPIs on March 27, Mr. NGHIEM XUAN THANH - Member of the Party Central Committee, Secretary of Khanh Hoa Provincial Party Committee emphasized: KPIs have been applied in many countries around the world ; Khanh Hoa is one of the first localities in the country to apply KPIs. This is a breakthrough in assessing the capacity of cadres, civil servants and public employees, and is one of the breakthrough solutions to achieve the province's development goals. Agencies and units need to identify this as an urgent political task that needs to be seriously and methodically organized and implemented. |
Ready to deploy across the province
Mr. Bui Vu Vinh - Director of the Center for Information Technology and Online Public Administration Services (Department of Science and Technology) said that the department has accepted comments to gradually improve and complete the KPI software. Up to now, the software has been operating stably, integrated with necessary support utilities and is ready for deployment across the province from the beginning of April.

Mr. Vo Chi Vuong - Director of the Department of Home Affairs said that on February 28, 2025, the Standing Committee of the Provincial Party Committee issued Regulation No. 1636 on the set of criteria for assessing and classifying the quality of cadres, civil servants and public employees in the province, in which it is determined that the quality of cadres, civil servants and public employees must be based on the assigned duties and tasks and the results of performing the tasks, demonstrated through specific work and products, measured by KPI software. Accordingly, the results of performing the assigned duties and tasks for civil servants and public employees who do not hold leadership or management positions will be based on the actual scores extracted from the KPI software for conversion and account for 70% of the total assessment score; for cadres, civil servants and public employees holding leadership or management positions, this ratio accounts for 50% of the total assessment score. This is the basis for competent authorities to review, evaluate, classify and propose annual rewards for collectives and individuals. Regulation No. 1636 has created a clearer and more transparent foundation, demonstrating the province's determination to substantially improve the quality of its staff, civil servants and public employees, meeting the requirements of rapid and sustainable development of the province. Currently, the list of shared tasks in the whole province has been identified and is being effectively implemented at the pilot agencies. Technology and software infrastructure has been promptly revised and upgraded. It can be affirmed that all preparations are ready for implementation in the whole province.
