From September 5th, the railway industry will implement fees for changing or canceling train tickets.

According to Hanoi Railway Transport Joint Stock Company (Haraco), from September 5th until the end of 2023, the railway industry will apply a fee for changing or canceling regular train tickets, depending on the cancellation time and ticket type.

Specifically, for North-South Thong Nhat trains and regional trains such as the Hanoi to Vinh, Dong Hoi and vice versa, Ho Chi Minh City to Phan Thiet, Nha Trang, Quy Nhon, Da Nang and vice versa trains, individual ticket changes are not permitted when changing tickets more than 24 hours before departure or when canceling tickets less than 4 hours before departure. For ticket changes made 24 hours or more before departure, a deduction fee of 20,000 VND per ticket will be applied; for cancellations made between 4 and less than 24 hours before departure, the deduction fee is 20% of the ticket price, and for cancellations made 24 hours or more before departure, the deduction fee is 10%.

For group tickets, no ticket changes are allowed; no refunds are permitted less than 24 hours before departure. When changing tickets between 24 and less than 72 hours before departure, a 20% deduction will apply; for changes made 72 hours or more before departure, the deduction will be 10%.

For these same train routes, individual ticket purchases made well in advance are eligible for discounts, and the railway has separate regulations for ticket changes and refunds. Specifically, individual tickets purchased 5-9 days in advance receive a 5% discount, and those purchased 10-19 days in advance receive a 10% discount. The same deduction fee applies for changes and refunds as for regular tickets. Tickets purchased 20-39 days in advance receive a 20% discount, and those purchased 40 days or more in advance receive a 30% discount. The deduction fee for changes and refunds is equivalent to the discount, but must be made at least 72 hours before the train departure time.

The Hanoi - Lao Cai train applies the same regulations for ticket exchanges and refunds as regular North-South train tickets.

The Hanoi - Hai Phong train has its own specific regulations. Specifically, individual tickets cannot be exchanged or refunded within 30 minutes of departure. For tickets 30 minutes or more before departure, a deduction of 10,000 VND per ticket will apply, and a 10% refund will be charged. For group tickets, no exchanges or refunds are allowed within 24 hours of departure. A 10% refund will apply for refunds made 24 hours or more before departure.

The railway industry also stipulates that, for individual tickets that have been exchanged, if passengers still wish to cancel their tickets, the cancellation fee will be 30% of the ticket price.

During this period, the railway industry continued to apply discount policies for passenger groups such as: Vietnamese Heroic Mothers, war invalids, people with disabilities, the elderly, students, trade union members, and passengers with customer cards… Children under 6 years old traveling with an adult are exempt from fares, and children from 6 to under 10 years old receive a 25% discount on fares...
