Notably, the Plan will focus on building and perfecting mechanisms, policies, and laws on Red Cross activities and humanitarian work. In particular, it will study the mechanism for allocating salary funds and operating expenses according to assigned tasks, gradually helping the Vietnam Red Cross Society to be self-sufficient in funding to implement salary reform for Vietnam Red Cross staff at all levels.

Provide financial support for the Vietnam Red Cross Society to carry out tasks and projects assigned by the State according to regulations; regulate the level of financial support from the State budget for 7 Red Cross activities; mobilize counterpart funds for internationally sponsored projects and request counterpart funds according to the provisions of law.
Create conditions and provide financial support according to assigned tasks so that the local Red Cross can promote its core role in humanitarian work and Red Cross activities, contributing to the effective implementation of social security policies in the locality.
