Route connecting National Highway 5 with National Highway 10: Expanding urban space in the southwest of the city

The route connecting National Highway 5 with National Highway 10 through Kien An District (old) will be built, contributing to reducing traffic pressure and opening up new development space in the southwestern gateway area of ​​the city.

Reduce traffic pressure, increase connection efficiency

On June 17, 2025, the Hai Phong City People's Council approved the investment policy for the Project to build a road connecting National Highway 5 with National Highway 10, through Kien An District (old). The project has a total capital of more than 5,307 billion VND, from the city budget, implemented in the period of 2025 - 2029, in which investment preparation steps will be carried out in 2025 and construction will be carried out from 2026 - 2029.

The route is about 7.3 km long, starting from Bui Vien Street (intersection of National Highway 5) and ending at the Hanoi - Hai Phong Expressway, passing through Kien An District (old) and Kien Thuy District (old). The road has a cross-section of 50.5 m wide, 3 car lanes in each direction, safety strip, median strip, service road and sidewalks on both sides.

The project will build a 40.5 m wide overpass over the Da Do River, consisting of 2 units, each 20.25 m wide, arranged 1 m apart. The bridge ensures navigation clearance, meeting the requirements of waterway traffic. Auxiliary items include: lighting system, drainage, trees, signs and traffic safety organization.

Along with that, the project will build a grade-separated intersection with Bui Vien Street, ensuring a minimum clearance under the bridge of 4.75 m. At Lam Khe Bridge, an underpass will be built along Truong Chinh Street to completely resolve traffic conflicts with a scale of 4 lanes, a total width of 17.2 m, parallel roads on both sides of the tunnel, 2 lanes on each side, 8 m wide road surface, 3 m wide sidewalk. In addition, intersections at the same level as local roads will be built to ensure convenient connection.

Ms. Nguyen Thi Thoan, a resident living near Lam Khe bridge (Kien An ward) said: “This section often has long lines of vehicles waiting for red lights. When the city builds an underpass and overpass, traffic will definitely be smoother and safer. We, the residents, hope that the project will be implemented soon to reduce hardship.”

With its modern scale, the route will significantly reduce traffic volume on existing routes such as Provincial Road 354 and Tran Nhan Tong Street, which have been overloaded for many years, posing a risk of traffic jams and accidents. At the same time, it will shorten the distance from Hai Phong to Thai Binh (old) and the southern provinces by about 20 km, helping to save time, costs, and improve the efficiency of goods and passenger traffic. Ms. Vu Thuy Dung, a resident of Phu Lien Ward, said: "Every day, I go to work via Nguyet Bridge. The road is long and crowded. Hearing that the city is about to build a new road, I am very happy because the distance to work will be much shorter."

Shaping new development space in the Southwest of the city

According to Mr. Le Quy Tiep, Director of the Department of Construction, the Investment Project to build a road connecting National Highway 5 with National Highway 10 through Kien An District (old) will create a new route connecting the central area with the southern districts of the city as well as connecting National Highways 5 and 10 to help transport goods and passengers, ensure traffic safety, and contribute to reducing traffic accidents. The project contributes to completing the urban infrastructure of the southwestern localities; is a premise for developing new urban areas, creating favorable conditions to encourage domestic and foreign investment capital, creating a premise to promote the city's socio-economic development as well as ensuring security and national defense.

Not only the industrial sector, but also the trade and service sector will benefit. Increased traffic volume and high demand for trade create favorable conditions for shops, restaurants, hotels, commercial centers and logistics services to develop strongly along the route and surrounding areas. The project is also of strategic significance in urban and socio-economic development. Completed in 2029, the route will create close regional links, connecting the city center with localities in Kien Thuy, An Lao, Tien Lang and Vinh Bao (old) districts, while expanding Hai Phong's urban space to the Southwest.

The route connecting National Highway 5 with National Highway 10 is a road that opens up many opportunities to both enhance connectivity and orient development, create a lever for economic growth, facilitate trade connections, attract investment capital and improve the quality of life of the people. This project demonstrates Hai Phong's determination to proactively build strategic infrastructure, creating a driving force to promote socio-economic development for the southwestern localities of the city.

With a synchronous scale including overpasses, underpasses, grade-separated intersections and auxiliary service roads, the project contributes to completely solving traffic congestions that have existed for many years, while improving inter-regional connectivity. This is an important preparation step to expand Hai Phong urban space to the Southwest, forming a new development area with modern infrastructure.
