Specifically, the People's Committee of Tuyen Quang province proposed the Prime Minister to continue implementing the Tuyen Quang - Ha Giang Expressway Project (phase 1), the section passing through Tuyen Quang province according to the approved documents.
At the same time, investment procedures for a new project, Tuyen Quang - Ha Giang Expressway (phase 2), the section through Tuyen Quang province, with a total investment of 7,437 billion VND, allocated from the central budget, were carried out.
The new project aims to expand the 69.7km roadbed of the approved phase 1 from 12m to 25.25m and invest in a new 7.3km (the section of phase 1 used by the Road Construction Project from My Lam Mineral Spring Tourist Area to National Highway 2D connecting to Tuyen Quang - Phu Tho Expressway) with a 25.25m wide roadbed.
Phase 2 of Tuyen Quang - Ha Giang Expressway is expected to have a cross-section of the entire 77km roadbed, 25.25m wide. The road surface has 4 lanes for motor vehicles, 4x3.75m; median strip 0.75m; inner safety strip 2x1m; emergency lane 2x3m; shoulder 2x0.75m.
According to the People's Committee of Tuyen Quang province, the project implementation period is from 2024 to 2026. In which, the work of preparing, appraising and approving documents will be completed before September 2024. Site clearance for the new 7.3km section will be completed before October 2024. The contractor will start construction in October 2024 and complete and put the project into operation in December 2026.
In the proposal, the People's Committee of Tuyen Quang province requested the Prime Minister to continue decentralizing to Tuyen Quang province the management agency of the Tuyen Quang - Ha Giang Expressway Project (phase 2), the section passing through Tuyen Quang province.
At the same time, Tuyen Quang also proposed to be considered for support of 7,437 billion VND from the central budget to implement the project because Tuyen Quang is a mountainous province with extremely difficult circumstances and its revenue is not enough to cover its expenses.
Currently, the province is focusing local budget resources to allocate 2,302.83 billion VND to implement Phase 1 of the Project.
Tuyen Quang - Ha Giang Expressway Project (Phase 1), the section through Tuyen Quang province connects Tuyen Quang province, Ha Giang province with Tuyen Quang - Phu Tho Expressway, meeting the increasing demand for travel and freight transport, solving the traffic congestion between inter-regional and intra-regional areas of Tuyen Quang and Ha Giang provinces. The project has a total route length of 77km, of which 69.7km is newly invested and built; the first section of the route uses 7.3km of the road construction project from My Lam Mineral Spring Tourist Area to National Highway 2D connecting with Tuyen Quang - Phu Tho Expressway. The project implements site clearance according to the scale of a complete 4-lane highway, with a roadbed width of 25.25m. In phase 1, the project is built on a scale of 2 motor vehicle lanes, a roadbed cross-section of 12m, a road surface width of 7m, and reinforced shoulders like the pavement structure. In the completed phase, the Project has a cross-section of 25.25m wide roadbed; road surface including 4 lanes for motor vehicles, 15m wide; median strip 0.75m wide; inner safety strip 2x1m; emergency lane 2x3m; sidewalk 2x0.75m wide. The total investment for the Tuyen Quang - Ha Giang Expressway Project (phase 1), the section through Tuyen Quang province, is 6,800 billion VND, including 4,497.17 billion VND from the central budget; 2,302.83 billion VND from the local budget. The project has 7 construction packages, and has so far completed the selection of contractors and signed contracts for all packages of the project (a total of 27 packages). Contractors are mobilizing machinery, equipment, and workers to start construction from the beginning of January 2024. According to the People's Committee of Tuyen Quang province, the work of preparing a feasibility study report, selecting contractors, compensation and site clearance for the Project basically meets the progress requirements for construction to begin in early 2024 and be completed in 2025. |
