Propaganda and dissemination of forest protection laws to the people

(Baothanhhoa.vn) - Pu Hu Nature Reserve Management Board (BTTN) is assigned to manage and protect more than 28,379 hectares of forest in 8 communes, including: Phu Xuan, Phu Le, Trung Thanh, Trung Son, Nam Xuan, Thien Phu, Hien Kiet and Trung Ly. In recent years, Pu Hu Nature Reserve Management Board has always focused on improving the effectiveness of propaganda and dissemination of laws (TTPBPL) on forest protection, forest fire prevention and fighting (PCCCR) for local people. Thereby, contributing to maintaining forest security, protecting the integrity of biodiversity and ecosystems in the reserve.

Pu Hu Nature Reserve has a rich and rare flora and fauna listed in the Vietnam and World Red Book. In order to effectively manage the existing forest area, contribute to socio -economic development and ensure national defense and security in the area, Pu Hu Nature Reserve Management Board has identified the work of propaganda and education as an urgent task, because the majority of contracted households are ethnic minorities. Accordingly, from the beginning of the year, the unit has focused on promoting the dissemination of the Party's guidelines and resolutions, the State's policies and laws in the forestry sector and the tasks of forest protection, forest fire prevention and control, and forest development to the people in the assigned management area. The activities of propaganda and education are carried out flexibly, in accordance with the conditions and intellectual level of the people, with the motto "slow and steady wins the race". From the beginning of 2025 to now, the Management Board of Pu Hu Nature Reserve has organized 79 propaganda conferences through the form of public meetings with 5,130 participants; propaganda through the loudspeaker system was conducted 84 times in the buffer zone communes. The propaganda content focused on the Forestry Law, Decree No. 156/2018/ND-CP dated November 16, 2018 of the Government on "Detailed regulations on the implementation of a number of articles of the Forestry Law and other relevant documents".

Pu Hu Nature Reserve Management Board has directed specialized departments and affiliated units to coordinate with local authorities to organize inspections and assessments of forest security status and review and grasp key areas where violations of forest security often occur. At the same time, flycam equipment is applied in forest patrol and inspection to promptly detect forestry violations in the assigned management area. From there, a TTPBPL plan on forest protection is developed; a patrol and sweep plan is developed to prevent and promptly detect violations as soon as they arise. In the first 6 months of 2025, the forest rangers will coordinate with community forest protection teams to focus on patrolling and checking forest security in key areas that are still rich in resources and at risk of exploitation with 766 participants. Through patrolling and checking forest security, 2 cases of illegal logging and 1 case of deforestation were discovered and handled, with an administrative fine of 37.5 million VND. Coordinated with the police of communes, border guards, and management boards of villages and buffer zones to propagate and mobilize people to hand over 5 hunting guns, 10 trapping tools of various types, and managed and supervised 333 chainsaws.

Ta Com Forest Ranger Station is a unit under the Pu Hu Nature Reserve Management Board, assigned to manage and protect 3,133 hectares of forest in the area of 3 Mong villages: Ca Giang, Canh Cong and Ta Com, Trung Ly commune. Head of Ta Com Forest Ranger Station, Bui Thanh Hoai, said: The forest area that the unit is assigned to manage and protect has rugged terrain, is divided by many streams, and has difficult roads. That has hindered the coordination of patrolling, checking, monitoring and timely combating and preventing illegal exploitation, transportation of forest products, deforestation, and encroachment on forest land. In order to effectively implement forest protection, forest fire prevention and control and forest development, Ta Com Forest Ranger Station always does a good job of propaganda and mobilizing people living near the forest, along the forest edge and in the forest to sign a commitment to protect the forest. Coordinate with local authorities to organize forest inspections, blockades, sweeps, and expels forest encroachers, and prevent hot spots, illegal exploitation, trading, and transportation of forest products and wildlife in the management area. At the same time, closely coordinate with local authorities and authorities to effectively implement forest protection and development work for local people.

With the effective implementation of the TTPBPL on forest protection, PCCCR and biodiversity conservation of the Pu Hu Nature Reserve Management Board, it has been contributing to raising awareness and responsibility of the people in participating in protecting the forest from the root. Therefore, the activities of illegal exploitation, trading, transportation of forest products and hunting of wild animals have been strictly controlled, forest security has been maintained.
