Dong Nai Provincial People's Committee has the authority to implement Bien Hoa airport project.

On March 13, Deputy Prime Minister Tran Hong Ha agreed to assign the People's Committee of Dong Nai province as the competent authority to implement the investment project of Bien Hoa Airport under the public-private partnership model as proposed by the People's Committee of Dong Nai province, the Ministry of Transport and the opinion of the Ministry of Planning and Investment.

Bien Hoa Airport is one of the airports planned to be a domestic airport.

The Deputy Prime Minister requested the ministries of National Defense, Planning and Investment, Finance, Natural Resources and Environment and relevant agencies to coordinate and support the People's Committee of Dong Nai province in the project implementation process.

Dong Nai Provincial People's Committee directs agencies and units to closely coordinate with ministries and relevant agencies during the implementation process.

Recently, some localities have reported and been assigned by the Prime Minister as the competent authority to invest in new airports under the public-private partnership model such as Van Don International Airport, Quang Tri Airport, and Sa Pa Airport. These projects play an important role in connecting regions and internationally.

According to Decision No. 648/QD-TTg approving the Master Plan for the development of the national airport system for the period 2021 - 2030, with a vision to 2050, Bien Hoa Airport is one of the airports planned to be a domestic airport serving dual-use exploitation in the period 2021 - 2030.

Bien Hoa Airport is located in Tan Phong ward, in the center of Bien Hoa city, Dong Nai province; conveniently located, close to large residential areas (about 20km from Di An city - Binh Duong, about 30km from Thuan An city - Binh Duong; about 30km from Tan Uyen town - Binh Duong; about 90km from Vung Tau; 130km from Binh Phuoc; about 35km from Thu Dau Mot and about 25km from Thu Duc city).

Bien Hoa Airport is about 25km northeast of Tan Son Nhat International Airport; about 32km northwest of Long Thanh International Airport. This is a level 1 military airport with 2 runways, cement concrete structure, size 3,050m x 45m. Bien Hoa Airport's land area is about 967ha, with the possibility of arranging about 50ha for civil aviation planning.
