Ninh Binh Provincial People's Committee issued Regulations on extra teaching and learning in the province.

This regulation takes effect from October 1, 2025. Accordingly, this regulation regulates extra teaching and learning for general education and continuing education in Ninh Binh province, including: responsibilities of agencies, organizations and individuals in implementing regulations on extra teaching and learning; management and use of funds for organizing extra teaching and learning; inspection, examination and handling of violations; other contents on extra teaching and learning activities not included in this Regulation shall be implemented according to Circular No. 29/2024/TT-BGDDT dated December 30, 2024 of the Minister of Education and Training regulating extra teaching and learning and related legal documents.

This regulation applies to tutors, tutors; organizations and individuals organizing tutoring and tutoring (hereinafter referred to as tutoring establishments) and related organizations and individuals in Ninh Binh province.

For the organization of extra teaching and learning in schools: Implementation funding is arranged from the state budget and other legal funding sources according to the provisions of law; Management and use of extra learning money is carried out according to the provisions of law on finance, budget, assets, accounting and other relevant regulations.

For organizations that teach and learn outside of school: The amount of money collected for extra-school tuition is agreed upon between the parents, students and the tutoring facility and must be made public on the electronic information portal or posted at the place where the tutoring facility is located according to the provisions of Point b, Clause 1, Article 6 of Circular No. 29/2024/TT-BGDDT; The collection, management and use of extra-school tuition fees shall comply with the provisions of the law on finance, accounting, tax and other relevant regulations.

Management responsibilities:

Department of Education and Training: Manage extra teaching and learning activities in Ninh Binh province according to Article 9 of Circular No. 29/2024/TT-BGDDT; Coordinate with the Department of Finance and relevant agencies and units to advise competent authorities on arranging funding for organizing extra teaching and learning in schools according to the provisions of law; Implement the reporting regime with competent authorities as required.

The Department of Finance shall coordinate with the Department of Education and Training and relevant agencies to advise the Provincial People's Committee to balance and arrange regular funding according to the decentralization of the State Budget Law to organize additional teaching and learning in schools in accordance with current regulations and the actual situation in the locality; Provide guidance on granting business registration certificates to additional teaching establishments in accordance with the provisions of law; Periodically notify in writing every quarter the list of enterprises registered for additional teaching and learning to the Department of Education and Training and relevant commune-level People's Committees.

Departments, branches and sectors: Relevant departments, branches and sectors, based on their functions, tasks and powers, are responsible for coordinating with education management agencies and management agencies at all levels to manage, inspect and examine extra teaching and learning according to regulations; promptly detect and report violations and propose competent authorities to handle them (if any).

Commune-level People's Committees: Responsible for managing extra-curricular teaching and learning activities in the area; guiding and inspecting the implementation of regulations on extra-curricular teaching and learning in the area; handling or recommending to competent authorities to handle violations; monitoring and inspecting compliance with legal regulations on working hours, overtime and legal regulations on security, order, safety, environmental sanitation, fire prevention and fighting of organizations and individuals teaching and learning outside of school in the area; Propagating and disseminating regulations on extra-curricular teaching and learning to the people in the area; guiding and creating conditions for residential groups, villages, hamlets and people to exercise their right to supervise extra-curricular teaching and learning activities; Guiding and directing the implementation of business registration for organizations and individuals organizing extra-curricular teaching and learning activities outside of school with fees in the area according to their authority; Arrange state budget sources and other legal funding sources according to the law for extra teaching and learning activities in educational institutions under management authority; Implement reporting regime with competent authorities as required.

Principal or head of school, Director of Continuing Education Center/Vocational Education Center - Continuing Education: Manage extra teaching and learning activities according to regulations in Article 13 of Circular No. 29/2024/TT-BGDDT; Advise superior management agencies to arrange state budget sources to organize extra teaching and learning activities in schools; mobilize legal funding sources to support extra teaching and learning activities in schools to ensure compliance with legal regulations on finance, accounting, tax and other relevant regulations; Periodically at the end of the semester, the end of the school year or when requested by the education management agency, synthesize and report on the situation of extra teaching and learning within the scope of management.

Extracurricular teaching facilities: Implement regulations on extra teaching and learning according to Article 14 of Circular No. 29/2024/TT-BGDDT and other relevant legal regulations; Ensure material facilities for extra teaching and learning, comply with legal regulations on security, order, safety, environmental sanitation, fire prevention and fighting; Implement reporting regime with competent authorities as required.

Inspection, examination and handling of violations: Inspection and examination shall be carried out according to the provisions of Article 15 of Circular No. 29/2024/TT-BGDDT; Handling of violations in extra teaching and learning shall be carried out according to the provisions of Article 16 of Circular No. 29/2024/TT-BGDDT.
