Proactively responding to storm No. 3 (Yagi), the Department of Transport of Hoa Binh province coordinated with the Waterway Traffic Police and the Provincial Police to urgently propagate, mobilize, and guide households and cooperatives operating in waterway transport to deploy disaster prevention measures, ensuring absolute safety for people and vehicles.

The downstream of the Da River through Hoa Binh province is 25 km long, with ships and boats mainly carrying construction materials and fishing boats. In addition, the upstream area is the Hoa Binh Lake, stretching 70 km. The Traffic Police and the Hoa Binh Inland Waterways Port Authority are managing 250 passenger and cargo watercraft.
On the morning of September 6, receiving information about storm No. 3, the Management Board of the Central Passenger Station of Hoa Binh Province - the unit directly managing Thung Nai Port (Cao Phong) organized an inspection team, worked with water transport businesses, requested not to let ships leave the port, anchor and deploy measures to ensure safety and prevent natural disasters.
Comrade Tran Dang Ninh, manager of Thung Nai port, said: Currently, there are 145 passenger ships on the Da River entering and leaving the port. Since the beginning of the year, the port management board has coordinated with the Hoa Binh Inland Waterways Port Authority to deploy a disaster prevention and search and rescue plan with the motto of 4 on-site, proactive, quick and effective response, ensuring traffic safety (ATGT) in the port area. At the same time, 5 cooperatives operating tourist boat and passenger boat services are required to strictly comply with regulations on disaster prevention and search and rescue.
To ensure waterway traffic safety in the face of storm No. 3, the Waterway Traffic Police force has coordinated with local authorities and transport cooperatives to strengthen propaganda, reminders; guide wharf owners, vehicle operators and passengers to strictly comply with the provisions of law on ensuring order and safety of waterway traffic.
The Waterway Traffic Police force has proactively disseminated and mobilized ship, boat, and houseboat owners to regularly update information and monitor weather conditions; strictly implement regulations on natural disaster prevention, anchoring ships and boats and not accepting services during storms to avoid possible incidents. Currently, at Bich Ha port, all ships and boats have been anchored by ship owners and are not staying. For households living on houseboats, the authorities have mobilized households to reinforce and temporarily stay ashore to avoid storms to ensure safety.
In response to the developments of storm No. 3, the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue requested localities to continue to closely monitor the situation and implement measures to ensure safety for people and vehicles. In particular, it requires anchoring and prohibiting departure of all waterway vehicles during the storm.
