In the province, 9/17 industrial parks and 13/16 industrial clusters are in operation, attracting more than 1,300 investment projects, creating jobs for more than 150,000 workers. Most enterprises have environmental protection records and technical infrastructure works such as centralized wastewater treatment systems, solid waste storage areas and automatic monitoring systems. However, the risk of environmental incidents and explosions still exists at these units if there are no effective preventive measures.
To strengthen response to environmental incidents, the Provincial People's Committee has issued a Waste Incident Response Plan for the period 2023 - 2030. Accordingly, functional sectors have focused on coordinating with agencies, units, and localities to promote propaganda and guidance on the collection, storage, transportation, and treatment of waste at units and facilities that generate waste, and large waste sources at risk of incidents in accordance with environmental protection regulations.
Organize training, drills, and exercises on waste incident prevention and response; maintain the environmental status monitoring network in the province; enhance the capacity to forecast and warn of risks related to waste incidents affecting environmental quality.
Implement 24/7 duty to ensure sufficient personnel ready to respond when waste incidents occur according to the direction of the Provincial People's Committee; effectively implement the "4 on-site" motto including: On-site command, on-site forces, on-site materials and funding, on-site logistics. Strengthen inspection of the activities of production and service businesses in the province, major waste sources, especially cases showing signs of illegal dumping, discharge of untreated waste into the environment...
To improve the effectiveness of chemical management, use and trading for enterprises, every year, the Department of Industry and Trade proactively coordinates with relevant units to organize conferences to disseminate knowledge, thoroughly understand new legal documents on chemicals, guide the implementation of chemical reporting, respond to chemical incidents and chemical safety solutions...
Require chemical business units to apply measures to control and prevent chemical loss; especially restricted chemicals during production, trading, storage, transportation and use; only allow storage of restricted chemicals at locations that fully meet the regulations and standards on warehouse safety stated on the license; strictly implement regulations on developing, updating and implementing plans and measures to prevent and respond to chemical incidents. Some units have integrated chemical incident response into rescue and fire prevention and fighting skills training sessions at the company... contributing to quick and effective response in case of incidents.
A representative of Vinh Phuc Infrastructure Development Joint Stock Company (VPID) - the investor of Khai Quang Industrial Park infrastructure shared: Periodically conducting incident response drills helps the unit equip and improve situation handling skills for staff working in environmental monitoring and incident response of the unit, helping businesses ensure safety for workers, minimizing property damage when incidents occur.
To proactively and effectively respond to environmental incidents, the province requires relevant departments, agencies and sectors to continue to strengthen propaganda andeducation for the community, raise awareness of risks and ways to respond to environmental incidents; and prepare human resources and skills for incident situations.
Improve forecasting and warning capacity to detect risks early and take timely remedial measures. Strengthen inspection, examination and handling of violations, ensuring that production and business establishments comply with environmental protection regulations. Implement the "4 on-site" motto to respond quickly when incidents occur...
