On September 3, 2024, the Provincial Flood and Storm Prevention and Search and Rescue Command issued Official Dispatch No. 49/VPTT - PCTT on responding to storm Yagi in the East Sea; sent to: members of the Provincial Flood and Storm Prevention and Search and Rescue Command; Flood and Storm Prevention and Search and Rescue Command of districts and cities.

The dispatch clearly stated: According to the bulletin of the Ninh Binh Provincial Hydrometeorological Station, at 10:00 a.m. on September 3, 2024, the center of the storm was at about 18.4 degrees North latitude; 119.3 degrees East longitude, in the eastern sea area of ​​the North East Sea. The strongest wind near the center of the storm was level 9 (75-88 km/h), gusting to level 11, moving in the West Northwest direction, about 20 km/h.

Pursuant to Official Dispatch No. 6475/CD-BNN-DD dated September 2, 2024 of the Ministry of Agriculture and Rural Development on responding to storms near the East Sea, the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue requests units to implement the following contents:

Closely monitor the storm's developments; strictly manage vessels at sea; organize counting and notify owners of vessels and captains of ships and boats operating at sea of ​​the location, direction of movement and developments of the storm to proactively avoid, escape or not move into dangerous areas. Dangerous areas in the next 24 hours: North of latitude 17.0N; East of longitude 115.5E (dangerous areas are adjusted in forecast bulletins).

Ready forces and vehicles for rescue when requested.

The Provincial Radio and Television Station, Ninh Binh Newspaper, and radio stations at all levels have increased measures to inform authorities at all levels, owners of vessels operating at sea, and people about the storm's developments so they can proactively prevent and respond.

Organize on-duty shifts, closely monitor storm developments, and regularly report to the Standing Office of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue.
