Ninh Binh is vigorously promoting a strategic project to change the economic face of the region: building Ninh Binh International Airport with a total estimated investment of about 23,218 billion VND and a planning scale of up to 664 hectares. This is expected to become a new trade gateway, creating a strong boost for tourism and industry in the entire southern region of the Red River Delta.

Determining the "golden coordinates" for regional airports
As a province without an aviation hub, early implementation of the project is extremely necessary. Mr. Nguyen Van Luong, Director of the Department of Construction of Ninh Binh province, revealed that the province is studying 3 potential locations for the airport, in the communes/wards of Binh Son, Tan Minh, Thanh Binh, Binh My, Binh Luc and Liem Tuyen.
According to Mr. Luong, these areas were carefully selected because of their favorable terrain, suitable land fund for regional airport scale and especially good connectivity with the existing transportation system (such as the North-South Expressway, National Highway 1A) and future development driving axes.
"The project is planned according to international standards, aiming to serve a large number of passengers in the long term, while ensuring the requirements for modernizing aviation infrastructure," Mr. Luong affirmed.
Economic leverage and progress pressure
With a total area of 664 hectares (including a 460-hectare airport area and a 189-hectare civil aviation area), the project is expected to mobilize capital from many sources, most of which is socialized capital. The province has set an ambitious goal of starting construction in 2027 and completing and putting into operation from 2029. When put into operation, the airport is expected to serve 4.5 million passengers by 2030 and increase to 10 million passengers by 2050. The appearance of the airport is assessed to not only solve travel needs but also share the burden of Noi Bai airport, at the same time creating momentum for key economic sectors.
Mr. Le Minh Tu, Director of a transportation company in Ninh Binh, shared his expectations: "The Ninh Binh International Airport project, when implemented, is expected to become an important driving force to promote industrial development, logistics services, trade and urban areas." Mr. Tu added: "With a synchronous infrastructure development strategy, the province aims to form new economic zones and industrial parks with convenient transportation advantages, thereby attracting domestic and foreign investors."
Political determination and preparation work
Ninh Binh is strategically located, bordering three major economic regions, and owns the World Heritage Site of Trang An Scenic Landscape Complex. Having an airport will shorten the travel time of international tourists, enhancing the competitiveness of the tourism industry.
To realize this goal, preparations are being tightened. At the conference to listen to the project report, Provincial Party Secretary Dang Xuan Phong directed localities in the planning area to urgently prepare plans for site clearance in a proactive and consensus spirit.
He emphasized: "The handling of housing projects, religious and belief facilities must be carried out carefully, and at the same time, mass mobilization work must be given top priority" to ensure the investment preparation process goes smoothly, minimizing arising problems.
Ninh Binh province is urgently completing the research report, collecting opinions from ministries and experts to strengthen feasibility, creating the necessary legal basis to submit to competent authorities for approval according to the master plan of the national airport system, moving towards realizing the goal of becoming a dynamic economic center of the region.
