On the afternoon of November 28, the Tay Ho Ward Party Committee held a conference to disseminate and deploy directive documents related to the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. This is an important initial step, laying the foundation for the entire election preparation process in the ward, aiming to elect 30 People's Council deputies - the maximum level according to regulations.
The conference was attended by representatives of the City Party Committee and working groups. On the side of Tay Ho ward, there were the Standing Committee of the Party Committee, leaders of the People's Council, People's Committee, members of the Standing Committee, the Party Executive Committee of the ward and leaders of affiliated units.
In his opening speech, comrade Nguyen Dinh Khuyen, Secretary of the Tay Ho Ward Party Committee, emphasized the importance of mastering the directive documents of the Central Government and the City. The election work was carried out based on a system of strict directive documents of the City Party Committee, Chairman of the City People's Committee, and the Ward Party Committee and People's Committee.

According to the Ward Party Secretary, this election plays an important role in perfecting the State apparatus and government at all levels, including the Tay Ho Ward government apparatus for the new term. Therefore, the Party Committee identifies this as a key political task for 2026.
He suggested that immediately after the conference, the Election Steering Committee and the Ward Election Committee quickly concretize the directive documents into programs and plans to deploy to Party cells, residential groups and the Front Working Committee to ensure the election organization process is highly effective.
At the conference, comrade Nguyen Thanh Tinh, Deputy Secretary of the Party Committee and Chairman of the Ward People's Committee, directly disseminated the contents of the directive documents, providing detailed instructions on the process, progress and requirements for each stage in the election work.

One of the key contents of this election is to determine the number and structure of delegates. With a ward population of 116,230 people, according to regulations, Tay Ho ward is allowed to elect 30 People's Council delegates.
This is the ceiling number for wards with large population size, reflecting the important role of elected bodies in the area. To organize the election in accordance with regulations, the Ward People's Committee has established an Election Committee consisting of 17 members chaired by the Party Secretary and Chairman of the Ward People's Council, taking full responsibility for managing, organizing and supervising the preparation steps as well as the election day.
Along with that, the ward has divided 68 residential groups into 9 electoral units corresponding to 9 old ward areas including Thuy Khue, Buoi, Nghia Do, Xuan La, Phu Thuong, Nhat Tan, Quang An, Tu Lien and Yen Phu. Each unit will be divided into voting areas based on the number of voters, terrain characteristics and traffic conditions to create maximum convenience for people to participate in voting on March 15, 2026.
The ward's representative structure is determined in accordance with the spirit of the Resolution of the National Assembly Standing Committee. Tay Ho Ward strives to ensure at least 35% of women on the official list of candidates and about 30% are elected; at least 10% are non-Party members; about 15% are under 40 years old; at least 30% are re-elected.

Among the 30 elected delegates, the Ward Party Committee plans to allocate representatives from the blocs including the Party Committee, People's Council, People's Committee, Fatherland Front and socio-political organizations, public service units, armed forces and representatives of the community.
At the conference, the leaders of Tay Ho ward noted that the entire Party Committee and political system of the ward need to grasp 5 key tasks to ensure the election is successful.
The five key tasks include: Good leadership of personnel work - the key factor determining election quality; selecting exemplary personnel with moral qualities, capacity, political courage, and responsibility to the people; resolutely eliminating cases of low prestige, poor ethics, or those showing signs of violations.
Closely organize consultation work, ensure compliance with legal procedures; promote the role of the Ward Fatherland Front Committee and member organizations in introducing and supervising personnel; create favorable conditions for citizens to exercise their right to run for election and vote.
Step up propaganda, create excitement among the people, help voters clearly understand their rights and responsibilities.
Ensure political security and social order and safety throughout the election process.
Effectively apply information technology and digital transformation, strengthen coordination among agencies and units in the ward.
Also at the conference, comrade Nguyen Manh Tien - Member of the Standing Committee, Head of the Party Building Committee deployed the plan to review, evaluate and classify the annual quality of Party organizations, Party members and collectives, and individual leaders and managers in 2025.
After a period of urgent, serious and responsible work, the conference completed the entire proposed program, contributing to creating an important premise for Tay Ho ward to effectively implement election work and Party building work in 2025 and 2026.
Election day for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term takes place on March 15, 2026 (Sunday).
The election process begins on November 30, 2025 (105 days before election day).
According to Plan No. 03/KH-UBBC dated November 24, 2025 of the City Election Committee, the organization of consultation conferences is carried out as follows:
- First consultation: before December 8, 2025
Agreement on the structure, composition, and number of people of local agencies, organizations, and units nominated to run for People's Council delegates
- Second consultation: before February 2, 2026
Prepare a preliminary list of candidates for People's Council delegates
- Third consultation: before February 13, 2026
Make a list of qualified candidates for People's Council delegates
Organizing voters' conferences to collect voters' opinions on candidates for National Assembly deputies and People's Council deputies after the first consultative conference and after the second consultative conference.
No later than February 27, 2026, the City Election Committee shall announce the list of candidates for National Assembly deputies in the city; The Election Team shall post the list of candidates for National Assembly deputies at the polling station.
- No later than February 25, 2026 (16 days before the election day), the Ward Election Committee must prepare and announce the official list of candidates for People's Council deputies for each ward People's Council deputy election unit.
- No later than February 25, 2026 (16 days before the election day), the Election Committee must post the official list of candidates for People's Council deputies in the voting area.
