Therefore, in order to promptly update the province's development orientation; at the same time, ensure compliance with current legal regulations, adjusting the Ninh Binh Provincial Housing Development Program is identified as a necessary task.

Accordingly, to comply with the Housing Development Program stipulated in Point a, Clause 4, Article 26, Housing Law No. 27/2023/QH15, the "Housing Development Program of Ninh Binh Province to 2030" is now adjusted to "Housing Development Program of Ninh Binh Province for the period 2021 - 2030".

According to the report of the Department of Construction, the main adjusted contents of the "Housing Development Program of Ninh Binh province for the period 2021-2030" are:

Housing development meets the needs of people for new construction and renovation of houses, ensuring quality according to regulations and standards. For existing houses, including: apartment buildings and individual houses of households and individuals, when they are degraded and do not ensure quality, they must be renovated and rebuilt.

Develop a sustainable and transparent housing real estate market under the regulation and supervision of the State, in accordance with land use planning, strategies, programs and housing development plans, limiting speculation and waste of land resources in housing development.

Housing development by project must be consistent with the population, economic and urban development needs of each area, limiting development in areas where the supply of housing projects has met the demand during the program period.

Develop affordable housing for middle-income and low-income households and policy beneficiaries. Develop housing projects that ensure synchronous technical and social infrastructure and unified connection with works in the surrounding area of the project.

The adjusted program also sets out a specific target system by 2030. In particular, the province strives to increase the average housing area of the whole province to 40 m² of floor space/person, including: urban areas reaching 42 m² of floor space/person, rural areas reaching 37 m² of floor space/person. Regarding housing quality, Ninh Binh aims for a rate of 100% of permanent and semi-permanent housing, ending the situation of unstable and makeshift housing.

In the social security sector, the program continues to support housing for people with meritorious services, poor and near-poor households, and households living in areas frequently affected by natural disasters and climate change such as storms, floods, and landslides.

In the period of 2026 - 2030, Ninh Binh province will promote the renovation and reconstruction of old apartment buildings in the form of projects, associated with urban beautification. At the same time, the role of state management in controlling investment activities in renovation projects will be enhanced, ensuring efficiency and progress. The province plans to complete about 70.38 million square meters of floor space, equivalent to 401,348 commercial housing units.

Regarding social housing, the program aims to deploy at least 50,538 units in the 2021 - 2030 period, equivalent to more than 3.19 million square meters of floor space, fully meeting the needs of policy beneficiaries. These groups include: low-income earners, armed forces, industrial park workers needing rental housing and public housing.

On November 23, speaking at the conference to listen to the report on adjusting the Housing Development Program of Ninh Binh province for the period 2021-2030, Mr. Tran Huy Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Ninh Binh province emphasized: This program is the basis for considering and approving investment policies, approving housing projects and is the basis for determining service for the project.

This is also a tool to manage urban, population, housing and rural development; help manage and control the real estate market; land use planning, urban planning, industry planning associated with housing development and transport infrastructure, health, education , employment and environment.

Therefore, it is recommended that the consulting unit preparing the project "Housing Development Program of Ninh Binh Province for the period 2021-2030" needs to evaluate the implementation results for the period 2021-2025, evaluate the program, plan, and level of completion by sector, according to the targets of social housing, public housing, self-built housing, demolition of dilapidated houses...; analyze the reasons for completion and non-completion in the provinces before the merger, thereby drawing lessons.

Based on the data and current housing status of the three provinces before the merger, the draft Program needs to add new targets, update projects, groups of commercial housing, apartments, self-built houses, land funds for target groups (armed forces, workers in industrial parks, etc.) by 2030.

Mr. Tran Huy Tuan requested relevant units to review and clarify the terms, groups of solutions, and unify specialized terminology according to Housing Law No. 27/2023/QH15; supplement a new Decree, clearly stating incentive mechanisms and policies; determine investment capital sources and capital needs for the 2026 - 2030 period; strengthen solutions to control the real estate market and housing data, etc.

In the shortest time, the consulting unit and the Department of Construction will receive and clarify the opinions raised by delegates and sectors. After completing the draft Program, it will be eligible to report and submit to the Provincial People's Council and Provincial People's Committee for approval.
