The province has paid special attention to developing information technology infrastructure. Thanks to that, the basic telecommunications infrastructure meets the province's comprehensive digital transformation requirements, well serving the operation and use of e-government system applications, e-commerce applications and the need for information access of local people. Telecommunications enterprises have invested in upgrading and developing technical infrastructure to ensure connectivity for e-commerce and payment intermediary services: internet connection infrastructure, mobile coverage; integrated platform infrastructure, sharing information, data and interconnecting with other systems; artificial intelligence technology platform, big data... To date, the whole province has nearly 2,000 BTS stations; 100% of villages and hamlets have been covered by 3G, 4G broadband mobile information; There are 4,513 broadband internet service points in crowded areas... ensuring good service for the needs of people and businesses participating in using digital platforms and digital applications provided by state agencies. 100% of state agencies are connected to the Government's dedicated data transmission network and high-speed fiber optic internet network to ensure meeting the requirements of applying information technology in directing, operating and solving work.
Enterprises: Provincial Post Office, Viettel Post, VNPT, Viettel, Mobifone , FPT are gradually shifting from providing traditional services such as post, telecommunications, internet to providing new services serving digital transformation such as providing software, digital platforms, digital services, logistics... for state agencies and enterprises in the province, contributing to gradually promoting the process of digital transformation. 100% of enterprises in the province use electronic invoice platforms, apply digital signatures in transactions with the tax, customs, social insurance sectors... In addition, about 30% of enterprises are currently using other digital platforms, such as: human resource management platform, financial management platform, accounting... Besides, e-commerce transactions are quite popular on digital payment platforms of banks, especially e-commerce in the fields of education, healthcare, retail business, electricity, water and in handling administrative procedures, paying tax obligations, land... In 2024, Nam Dinh will have an online payment profile rate of 52.96%; ranked 4th out of 63 provinces and cities nationwide. The province has provided 100% of administrative procedures online and publicly posted them on the Online Public Service Portal, of which 52.96% are public services, the rest are partially online public services. The rate of administrative procedures completed online by people and businesses is over 96%; online payment is nearly 90% and digitization of records, the result is nearly 80%.
The infrastructure and technology serving e-commerce, especially electronic payment, of the banking system continues to be focused on investment, improving quality, promoting efficiency, better meeting the increasing payment needs of society and adapting to the process of international economic integration. Commercial banks have invested, built and developed information technology systems, operating platforms, and business processing that can reach customers through digital channels, providing safe and convenient banking products and services. The technical infrastructure serving card payments continues to be improved, improving quality. Many new services and payment methods such as opening an account/opening a card electronically (eKYC), paying/withdrawing money at ATMs using QR Code, contactless chip card payment, biometric payment authentication, and card information encryption (tokenization) have been integrated by banks and payment intermediaries into products and services to enhance convenience and security. Thereby contributing to popularizing e-commerce to the people. To date, there are 241 ATMs and 874 POS installed at 754 card payment acceptance points in most retail establishments, distribution chains, hotels, and restaurants in the province. Essential service providers such as Electricity Company; Clean Water Joint Stock Company; Medical and educational facilities... continue to upgrade technical infrastructure, standardize databases to connect and share information with payment service providers and payment intermediary organizations to meet the needs of e-commerce.
Nam Dinh Electricity Company has cooperated with 9 banks (Industry and Trade, Foreign Trade, Techcombank, Lien Viet Post, Agriculture, Vietnam Prosperity, Investment and Development, Military, and Public) and 9 intermediary organizations (Nam Dinh Post, Vimo, Momo, ZaloPay, VNPT Media, Viettel Nam Dinh, Payoo, PayTech, VNPay) to promote e-commerce in the collection of electricity bills and other services. Nam Dinh Water Supply Joint Stock Company has linked with 6 banks (Vietinbank, Agribank, BIDV, Vietcombank, Pvcombank, Lpbank) and 6 e-wallets (Momo, Zalo Pay, Vn Pay, Viettel Pay, VNPT Pay, Payoo) to help people conveniently pay their bills. The People's Committees of districts and cities have directed their affiliated agencies and units to actively coordinate with commercial banks to pay salaries via accounts, deploy e-commerce, pay for public services and pay social security via banks. By the end of 2024, the number of active accounts in the area will reach more than 2 million accounts. Card payment turnover in 2024 will reach more than 12 trillion VND. In the first 3 months of 2025, e-commerce turnover in the province will reach more than 141 trillion VND. Joint stock commercial banks have issued more than 789 thousand cards in the first quarter of 2025. Thereby contributing to increasing the proportion of the province's digital economy to 15% of GRDP. In which, Nam Dinh province is assessed by the Ministry of Industry and Trade as one of the bright spots in e-commerce implementation. Currently, the proportion of e-commerce in the province's total retail sales is estimated at about 9%, ranking 4th out of 63 provinces and cities in e-commerce development.
To better meet the goal of building a digital economy and digital society in the coming time, the banking industry will continue to coordinate with other sectors and localities to continue to accelerate the upgrading and modernization of shared information infrastructure, payment infrastructure, credit information infrastructure; apply and develop faster and stronger payment products and services based on the internet, mobile devices, big data, cloud computing, artificial intelligence (AI), Mobile-Money to promote e-commerce, especially in rural areas. At the same time, focus on training and improving the quality of high-quality human resources, specializing in data analysis and exploitation using new technologies to integrate on the digital banking platform to help people increasingly access and use modern and more convenient banking utilities.
