At the conference, the representative of the Department of Natural Resources and Environment presented the draft 2 Decisions of the Provincial People's Committee on promulgating the Regulations on conditions for land division, conditions for land consolidation for each type of land and minimum area for land division for each type of land in the province and promulgating the price list for renting old houses belonging to public assets that have not been renovated or built in Bac Lieu province.
Vice Chairwoman of the Vietnam Fatherland Front Committee of Bac Lieu province Pham Thi My Linh chaired the conference and provided guidance on a number of key issues for delegates to discuss and contribute ideas.
The majority of delegates affirmed: This is a decision that many people in the province have expected, because the old decisions have created unnecessary procedures. Accordingly, it is noteworthy that in this draft, the minimum area for land division, for residential land in wards and towns, is not less than 45m2; the width and depth of the land plot are not less than 4m. Land in communes is not less than 60m2; the depth of the land plot is not less than 4.5m.
Meanwhile, the subdivision of land plots in residential areas for perennial crop land, other crop land, annual crop land, aquaculture land must not be less than 100m2; the width and depth of the plot must not be less than 6m. Forestry land, salt land, other agricultural land must have a minimum area of 150m2; the width and depth of the plot must not be less than 6m. For agricultural land not subject to residential regulations for perennial crop land, other annual crop land, the minimum area for subdivision must not be less than 500m2. Forestry land, annual crop land, aquaculture land, salt land, other agricultural land must have a minimum area for subdivision must not be less than 1,000m2....
Delegates said that the structure of the Regulations must be concise, succinct, and not cumbersome. It is necessary to use clear and concise words to avoid causing misunderstanding and confusion in implementing the regulations, especially for farmers.
At the same time, it is necessary to review the regulations, conditions, and minimum area for land division and consolidation; in cases where land is located in long-term planning areas, there must be regulations to suit the legitimate rights and interests of people when using the land; in cases where the land area for walkways must ensure a width of 1.2m or more, it is necessary to adjust it appropriately or there is no need to specify a specific number...
