Trial operation of new commune-level government in Phu Thuy ward

BTO-The trial operation of the new commune-level government bridge in Phu Thuy ward (merging Phu Thuy ward, Thanh Hai ward and Phu Hai ward), Phan Thiet city was deployed on the afternoon of June 23; connected online with the bridge points of Lam Dong province and Dak Nong province. Within this framework, Phu Thuy ward tested the first meeting of the Phu Thuy ward Party Executive Committee for the 2025-2030 term.

Attending the event were representatives of Binh Thuan province's leaders: Mr. Pham Van Nam, member of the Provincial Party Standing Committee, Secretary of Phan Thiet City Party Committee; Ms. Nguyen Thi Thuan Bich, Vice Chairman of the Provincial People's Council; Mr. Nguyen Tuan Anh, Deputy Head of the Provincial Party Organization Committee; representatives of the Department of Home Affairs; Phu Thuy Ward Party Executive Committee for the 2025-2030 term.

Mr. Phan Nguyen Hoang Tan, Member of the Provincial Party Committee, Deputy Secretary of the City Party Committee, Chairman of the People's Committee of Phan Thiet City chaired the opening speech of the first meeting of the Phu Thuy Ward Party Executive Committee for the 2025-2030 term, stating that the conference approved the working regulations of the Ward Party Executive Committee for the 2025-2030 term; the plan to establish an advisory agency to assist the Ward Party Committee. Along with that is the plan to establish specialized departments under the Ward People's Committee; establish Committees of the Ward People's Council; Resolution on leadership in implementing tasks for the last 6 months of 2025. Along with that, this conference approved the preparation work for organizing the Phu Thuy Ward Party Congress for the 2025-2030 term; building work programs, inspections, and supervisions for 2025; organizing the first meeting of the Ward People's Council.

The new Phu Thuy Ward Public Administration Center is in trial operation.

On this occasion, together with the wards and communes of Lam Dong province (new) selected to pilot the 2-level government model, Phu Thuy ward deployed a pilot operation on the organization and operation of Party agencies, People's Councils at ward level; piloted the handling of administrative procedures (under the authority of receiving, handling, returning results directly, online at commune level and online at provincial level) at Phu Thuy ward People's Committee. Here, Phu Thuy ward's Public Administration Service Center is equipped with high-speed internet connection, wifi transmitters, computers, printers, smart kiosks. The ward's Public Administration Center uses the current Lam Dong province's Administrative Procedure Handling Information System (new) for units to pilot the receiving, handling, and returning results of administrative procedures under the commune-level People's Committee. At the same time, using existing procedures (current commune and provincial level procedures on the system), digital certificates of some agencies and individuals have been granted to resolve administrative procedures for people and businesses.

Mr. Phan Nguyen Hoang Tan, Chairman of the People's Committee of Phan Thiet City, said: "Phu Thuy Ward has proactively arranged leaders and civil servants of the ward's public administration center, along with equipment to operate according to the synchronous 2-level government model. Phu Thuy Ward ensures timely handling of administrative procedures that are being tested in 3 groups: group of administrative procedures receiving direct records under the authority of the commune level; group of administrative procedures receiving online records under the authority of the commune level; group of administrative procedures receiving online records under the authority of the province level within the prescribed time, to best serve the people and businesses in the ward."

Witnessing the trial operation of the new commune-level government, Mr. Le Huu Quang, Ward 14, Phu Thuy Ward, excitedly said: "The Phu Thuy Ward Public Administration Service Center has just been upgraded, expanded, fully connected to the infrastructure, serving many public services, which will create a lot of convenience for people, especially when doing land procedures in one place, without having to spend time going to many places like before".

It is known that, together with Phu Thuy ward, 5 new commune-level administrative units of Lam Dong province were selected for trial operation to visually evaluate and gain common experience; ensuring the smooth operation of all 124 commune-level administrative units of Lam Dong province when officially put into operation from July 1, 2025.
