President Ho Chi Minh once said: Culture lights the way for the nation to go. Culture leads the nation to achieve independence, self-reliance, and self-reliance. According to his spirit, culture in general, and political culture in particular, must take the people as the root. Only when the root is strong can the tree last.
There are many ways to understand political culture, but in general, political culture is a part of culture in general, referring to human development expressed in the level of political understanding and the level of organizing the power apparatus.
Political culture is closely linked to the relationship between classes, strata, components, and ethnic groups in a country and between states and nations according to a certain standard of values.
Appearing only in a class society, the goal of political culture is nothing other than to regulate the interest relations between classes and protect the interests of the ruling class, in accordance with the trend of development and social progress.
In Kon Tum , in recent years, the construction of political culture has been carried out in conjunction with the promotion of studying and following Ho Chi Minh's ideology, morality and style. At the same time, it is associated with the building of Kon Tum people to develop comprehensively, towards truth, goodness and beauty, imbued with the traditional spirit of the revolutionary homeland. Closely linking the construction and development of culture with socio-economic development, ensuring national defense and security to soon bring Kon Tum out of the state of underdevelopment.

Over the years, the Provincial Party Committee has issued many documents to concretize and realize the viewpoints and policies on building culture in politics and strengthening Party discipline.
Pay attention to building culture from within the Party and the state apparatus. In which, the basic issues are implemented according to Resolution No. 04-NQ/TW, dated October 30, 2016 of the 12th Party Central Committee "on strengthening Party building and rectification; preventing and repelling the degradation of political ideology, morality, lifestyle, manifestations of "self-evolution" and "self-transformation" within the Party" (now implemented according to Conclusion No. 21-KL/TW, dated October 25, 2021); Regulation No. 47-QD/TW, dated November 1, 2011 of the Party Central Committee on "things that Party members must not do" (now implemented according to Regulation No. 37-QD/TW dated October 25, 2021); Regulation No. 101-QD/TW, dated June 7, 2012 of the Central Party Secretariat on "Responsibility to set an example of cadres and party members, especially key cadres at all levels"; Regulation No. 55-QD/TW, dated December 19, 2016 of the Politburo on "Some immediate tasks to strengthen the exemplary role of cadres and party members".
Improve the capacity and effectiveness of leadership and direction of Party organizations and authorities at all levels in terms of political culture. The important content is to study and follow Ho Chi Minh's ideology, morality and lifestyle. Culture, morality and healthy lifestyle must be demonstrated first of all in all Party, State and mass organizations, in cadres, civil servants and public employees, and in each Party member and association member. The exemplary role of each cadre and Party member is an important requirement in the Party's leadership.
Promote the development and implementation of staff planning, office culture regulations, administrative procedure reform, and codes of conduct for cadres, civil servants, public employees, and workers in state agencies.
Fight against degradation in political ideology, morality, lifestyle, "self-evolution", "self-transformation", fight against corruption, negativity, waste, bureaucracy; promote the responsibility of setting examples of cadres and party members, especially leaders, with the view that the higher the position, the more exemplary one must be...
The annual self-criticism and criticism review ensures democracy, seriousness, sincerity and frankness. After the review, each group and individual has seriously developed a plan to promote strengths and overcome shortcomings, especially focusing on identifying what needs to be done immediately and what needs to be done according to the roadmap.
Regularly inspect and supervise the implementation of resolutions, directives, conclusions and disciplines of the Party. Thereby promptly correcting shortcomings and limitations of Party organizations and Party members.
In 2022 alone, Party committees, Party organizations and Inspection Commissions at all levels inspected nearly 61,600 Party organizations and nearly 335,000 Party members; supervised more than 74,000 Party organizations and nearly 194,000 Party members; and disciplined 410 Party organizations and over 21,000 Party members.
The implementation of Conclusion No. 01-KL/TW, dated May 18, 2021 of the Politburo on continuing to implement Directive No. 05-CT/TW dated May 15, 2016 of the 12th Politburo "On promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle" and the Central's general topics and the province's annual specific topics have achieved practical results; creating positive changes in the cultivation, training of ethics, lifestyle, and exemplary responsibility of cadres and party members.
However, the results of building culture in politics are not yet commensurate. The state of degradation of political ideology, morality, lifestyle, “self-evolution”, “self-transformation”, and degeneration in a number of cadres and party members still exists, reducing people's trust in the Party, the State, and local authorities.
The political culture of a number of cadres and party members, including some cadres holding key positions in agencies and units, still has some limitations. A number of cadres and party members lack political steadfastness and have degraded political ideology, ethics, and lifestyle.
In particular, some leaders and managers lack exemplary behavior, have low prestige, their capacity and qualities are not up to the task, are bureaucratic, distant from the people, individualistic, and involved in corruption, waste, negativity, and group interests.
Since the beginning of the 2020-2025 term, competent party organizations have disciplined 4 party organizations in the form of reprimands; disciplined 436 party members (331 reprimands, 71 warnings, 4 dismissals, 30 expulsions).
The above reality shows that the construction of political culture in our province still faces many challenges, requiring more determination in implementing regulations and solutions, and at the same time carrying out inspections as well as handling and eliminating inappropriate and degraded factors and elements from the system.
Firstly, strengthen education, foster political knowledge, political awareness and political belief for the team of leaders and managers, thereby having foresight, deep understanding and strategic acumen to not be passive in any situation.
Second, pay attention to building political culture in other entities, not just focusing on the leadership team. For example, with union members, association members, and those who are the core of mass organizations, many of whom will become party members, it is necessary to pay attention to building clear motivations, having political awareness in activities, having a standard lifestyle, and having the mindset to continuously practice character and ethics.
Paying attention to the quality of party members' "input", the source of party members must be truly selected and appropriately challenged, thereby gradually building a political culture for this force.
Third, regularly carry out revolutionary ethics education work associated with studying and following Ho Chi Minh's ideology, morality and lifestyle for cadres and party members at the grassroots level. Focus on preventing and repelling the degradation of political ideology, morality and lifestyle of a number of cadres and party members, especially leaders and managers. Promote the exemplary role of cadres and party members towards the masses in agencies, units and towards the people in their places of residence.
Fourth, correct and correct deviations in behavior, activities, lifestyles, and attitudes of cadres and party members, especially in relation to the people, in terms of living standards and lifestyles, in order to avoid creating a large gap between cadres, party members, and the masses and people.
Fifth, focus on the issue of political culture with specific manifestations at each party committee level and each party member, such as revolutionary ideals, awareness of a number of issues within the Party, current events in the country and the world, information and incorrect viewpoints related to the leadership role of the Party and President Ho Chi Minh, and manifestations of mood and public opinion.
Sixth, grasp the developments in ideology, mood, moral manifestations, lifestyle, and behavior toward the people in the practical work and residence of party members. In the process of grasping, promptly identify the manifestations that need to be corrected, the states that need to be spread, and have appropriate forms of behavior to promote positive points and limit negative points in that party member in the collective party cell as well as the entire unit.
At the same time, leaders and Party committee members must always be exemplary in their activities, especially in complying with principles, in performing political tasks and in ethical lifestyle.
