Land Registration Office summarizes work in the first quarter of 2025

The Land Registration Office has just held a conference to review the first 3 months of 2025. Attending and directing the conference were comrade Nguyen Thanh Hai, Deputy Director of the Department of Agriculture and Environment, leaders of the Department in charge of the Land Registration Office; also attending were leaders of the following departments: Land Management Department, Planning - Finance Department, Department Office, Organization - Personnel Department; leaders and officials of the Provincial Land Registration Office; leaders of the Land Registration Office Branches of districts and cities. Conference overview.

Speaking at the opening of the conference, comrade Vu The Cuong, Director of the Land Registration Office, requested the comrades attending the conference to focus on monitoring, discussing and contributing opinions on the achieved results, shortcomings, limitations, difficulties and obstacles, and proposing specific solutions to successfully complete the tasks of the second quarter of 2025, while continuing to build an increasingly stable and developed Land Registration Office system, contributing to the successful implementation of assigned political tasks.

Accordingly, the conference listened to the representative of the Land Registration Office's leadership approving the Summary Report on the results of the first quarter's work and key tasks and solutions for the second quarter of 2025. Accordingly, in the first quarter of 2025, the Land Registration Office received 50 dossiers (41 dossiers of new and renewed issuance; 05 dossiers of change registration; 03 dossiers of secured transaction registration; 01 dossier of deletion of secured transaction registration). The dossiers from the previous month were transferred to 18 dossiers of new and renewed issuance. Implementation results: Submitted to competent authorities for signing 62 dossiers (54 dossiers of new and renewed issuance; 04 dossiers of change registration; 03 dossiers of secured transaction registration; 01 dossier of deletion of secured transaction registration); 06 dossiers are being completed (05 dossiers of new and renewed issuance; 01 dossier of change registration).

Receiving records of individual households: The files of the branches were rotated for review and submitted to the leaders of the Cao Bang Provincial Land Registration Office to sign the Land Use Right Certificates of 07 branches: Number of files received in the quarter: 157 files; Number of files checked and found to be ineligible: 02 files; Number of signed certificates: 155 records + 205 certificates; Number of land use right certificates signed by leaders of the branch land registration office (Cao Bang city; Hoa An; Trung Khanh) on land use right certificates: 576 certificates. Continue to operate the "Project to strengthen land management and land database" in 06 districts and print land use right certificates according to the 2024 land law. The remaining 04 districts that have not yet built a database are being supported by the Department of Data Technology Center to enter data and print land use right certificates on VLIS software (no funding for software payment yet).

Land inventory work in 2024: Providing documents to units; conducting investigation and survey of the database of Trung Khanh district. Currently, the collection and basic investigation work has been completed and is being compiled and uploaded to TKDesktop. The work of extracting and adjusting cadastral maps: Extracting, measuring and adjusting cadastral maps of land plots to serve the issuance of certificates for households and individuals for 216 land plots. Extracting cadastral maps: Extracting cadastral maps for households and individuals for 171 records, 582 land plots. Checking and adjusting cadastral maps: Checking, measuring and adjusting cadastral maps for land users to serve the issuance of certificates with a total of 31 land plots performed by the Center for Technical Resources and Environment.

Results of the first quarter's tasks at the District and City Land Registration Offices: Adjusted cadastral maps for 1,866 land plots; Adjusted cadastral records for 1,526 individual households. Received and processed: 5,062 records, including: New issuance and renewal records: 1,517 records: 1,070 records newly received, 447 records transferred from the previous period. Land change registration records (without granting land use right certificates) were 1,669 records: 1,466 records newly received, 203 records transferred from the previous period. The number of records resolved and returned on time was 1,435 records; the number of records resolved and returned overdue was 122 records; the number of records being resolved before the due date was 91 records; the number of records being resolved overdue was 21 records. Registering secured transactions: 236 files: Newly received 234 files, the number of previous periods transferred to 02 files. The number of files resolved and returned on time is 226 files; the number of files resolved and returned overdue is 03 files; the number of files being processed is 04 files, the number of files being processed overdue is 03 files. Deregistering mortgages: 343 files: Newly received 337 files, the number of previous periods transferred to 06 files. The number of files resolved and returned on time is 315 files; the number of files resolved and returned overdue is 19 files; the number of files not yet due, being processed is 05 files, the number of files being processed overdue is 04 files.

Land plot separation and consolidation: 186 files: 145 files were newly received, 41 files were transferred from the previous period. 100 files were resolved and returned on time; 53 files were resolved and returned overdue; 18 files were being resolved before the deadline; 15 files were being resolved overdue. 09 land plots were extracted (Nguyen Binh Branch of the Land Registration Office). 202 land plots were extracted (Quang Hoa Branch of the Land Registration Office; Trung Khanh Branch of the Land Registration Office; Bao Lam Branch of the Land Registration Office did not perform). 876 land information files were transferred.
