Recently, on August 9, the People's Committee of Thanh Hoa province issued a decision approving the investment policy of the new residential area project OM-7 (OM17, CX7) in Rung Thong town, Dong Son district, Thanh Hoa province.
Accordingly, this project has an area of over 22.6 hectares, with a scale of 157 residential plots, aiming to realize the detailed planning scale of 1/500 of the New Residential Area OM-7 (OM-17, CX7) approved by competent authorities. Thereby, creating land funds to develop housing for people, contributing to accelerating the urbanization of Dong Son district, at the same time, effectively exploiting land funds, creating revenue for the State budget.

In terms of structure, the project has 106 semi-detached houses; 32 semi-detached houses and 19 villas built by land buyers attached to the land use rights according to the approved planning. Before exploiting and trading semi-detached houses and residential land in the project, investors must carry out the semi-detached construction and comply with relevant legal regulations.
The total estimated initial investment cost of the project is about 281.14 billion VND, the project's operating period is 50 years, home buyers with land use rights are entitled to stable and long-term use. It is expected that after completing the technical infrastructure, the land will be auctioned for land use rights according to the provisions of the law on land. The project will complete the investment in construction of construction items according to the project's construction scale within 24 months at the latest from the time the State hands over the land.
According to Nguoi Dua Tin 's research, this is one of dozens of projects and residential areas in Dong Son district that have been invested in over the past few years and will be invested and auctioned in the near future. Notably, in many projects and residential areas that have been invested in and completed, the occupancy rate is relatively low, many project lands are "abandoned", causing a waste of social resources.
Many areas have been invested with billions of dong to build synchronous infrastructure but are currently deserted.
For example, at the planning site 3220 (MB3220) of Dong Thinh commune, Dong Son district, with the goal of building a new residential area to solve the housing needs of the people, but currently, this site is still almost deserted after many years of operation, leaving behind an infrastructure system that is starting to show signs of deterioration, along with wasted land resources and buried social investment capital.
In a similar situation, the survey shows that the above situation is happening in most other MBQH locations such as MBQH1164, MBQH3696... and many other locations in Dong Son district, all of which have invested in synchronous infrastructure with a budget of tens, sometimes up to hundreds of billions of VND, but are currently almost uninhabited, many areas of land are abandoned, weeds grow, thereby creating the risk of oversupply and waste of social resources. Meanwhile, in another development, many projects and new residential areas continue to be "published" in Dong Son district. In March, the People's Committee of Thanh Hoa province authorized the People's Committee of Dong Son district to approve the plan to auction land use rights for 15 planned locations, with an authorized area of 29.32 hectares, in the total MBQH area of nearly 80 hectares.
Inside MB3220 with hundreds of plots of land, there are only 1 or 2 newly built houses.
According to Mr. Nguyen Ngoc Bac, a freelance real estate investor and broker in Thanh Hoa province, in recent years, the real estate market in Dong Son district has been relatively active, especially when there was information that this district would merge into Thanh Hoa city, many investors flocked here. At the same time, Dong Son district has also continuously "released goods" in recent times. However, the current reality shows that this is mainly "virtual" demand from speculative activities, as evidenced by the fact that many residential areas have fallen into a state of vacancy and massive sales recently. On the other hand, despite the vacancy, land prices at the above sites are still not cheap. The average land price fluctuates between 10 and 20 million VND per square meter, depending on the location. With an area of over 100 square meters per plot, it is not easy for low- and middle-income people to buy.
Also according to Nguoi Dua Tin 's research, in 2022, the total state budget revenue of Dong Son district reached nearly 2,720 billion VND, equal to 424% of the provincial estimate, the highest ever. In particular, the huge revenue from "land sales" before the district merger created a large source of capital for infrastructure investment, new rural construction, contributing to accelerating the urbanization rate in the locality. However, in general, the risk of oversupply, massive investment in building residential infrastructure but not being used effectively, land being cultivated by people being reclaimed and then left unused... leads to land waste, consuming a huge amount of common resources of society.
MBQH1164 is also in a general gloomy state.
In addition, during the auction of the premises, due to their high economic value, many subjects disregarded and colluded to appropriate State assets. For example, in March 2022, the Investigation Police Agency of Thanh Hoa Provincial Police initiated a case, detained the subjects to investigate the crime of "Violating regulations on property auction activities", searched the headquarters of Hoang Nguyen Joint Stock Auction Company (Duong Dinh Nghe Street, Dong Tho Ward, Thanh Hoa City), which is the auction organizer and during the auction process, there were violations related to the above mentioned MB3220.
Regarding the risk of wasting social infrastructure resources, sharing with the press, economic expert Dinh Trong Thinh, lecturer at the Academy of Finance, said that abandoning houses and urban areas is a problem that has existed in society for many years and is difficult to solve. While people with real housing needs cannot access affordable projects, investors only like to build mid-range and high-end houses, so the paradox is that there is a shortage. Therefore, management agencies need to be careful in licensing new projects to regulate the real estate market to develop in the right direction, avoid wasting social resources, and help the poor have more opportunities to have housing.
Dong Son District was originally scheduled to be merged into Thanh Hoa City in July 2023. However, the plan had to be postponed to 2024 or 2025 due to waiting for the Prime Minister to sign the decision approving Thanh Hoa city in February 2023 and some other reasons.
