Despite many directives from the province and local authorities, many fish nets on the Ca Lo River, which is cut off in Tien Chau Ward (Phuc Yen), have not been removed or dismantled, posing a risk of environmental pollution, obstructing the flow, and localized flooding when storms and floods come. So what is the cause? What is the responsibility of the locality and related units when they deliberately ignore the province's directives? These are issues that need to be clarified.
Many fish farming nets on the Ca Lo River that cut through Tien Chau ward (Phuc Yen) have not been dismantled.
According to documents provided by Tien Chau Ward People's Committee, the Ca Lo River in the ward is about 8 km long; some sections border Tien Thang Commune, Me Linh District ( Hanoi ) and Dao Duc Town (Binh Xuyen).
Since 1996, households here have signed fish farming contracts with the Center for Consulting, Production, Services and Technology Transfer of Aquaculture (Me Linh Aquaculture Experimental Station), with a total of 49 households having fish farming nets.
Through review, out of the total 49 households above, 35 households have expired contracts but have not yet had their contracts terminated by the unit; in the remaining 14 cases, the contracts signed on January 14, 2022 are still valid.
In 2021, Tien Chau Ward People's Committee worked with households with fish nets, propagandized and mobilized households to voluntarily remove them so as not to affect the drainage channel and the environment. However, the households said that the contract had expired but had not been liquidated, so they continued to invest in fish farming.
By December 2021, implementing the directive of the Department of Agriculture and Rural Development on reviewing and handling households who arbitrarily block rivers with nets to raise fish, Phuc Yen Irrigation One Member Co., Ltd. coordinated with local authorities to work with households with nets to raise fish, propagate and mobilize, and request households to remove the nets, however, households continued to not comply.
On November 16, 2022, the People's Committee of Phuc Yen city issued Document No. 2541, assigning the People's Committee of Tien Chau ward to completely dismantle the fish nets on the Ca Lo truncated river in the ward, but up to now, most of the fish nets still exist.
Chairman of Tien Chau Ward People's Committee Nguyen Dang Hong said: "Through propaganda and mobilization, most households have stopped raising fish on the river, only a few households still have contracts that are still valid so they continue to raise fish.
The Ward People's Committee has propagated and mobilized households to voluntarily dismantle the nets, but most households do not voluntarily dismantle them. Meanwhile, the Ward People's Committee does not have the funds to dismantle them, so the fish-blocking nets still exist...".
Discussing this content, Director of Phuc Yen Irrigation Company Limited Nguyen Duc Chinh said: "According to the directive documents of the province and Phuc Yen city, the responsibility for dismantling fish nets belongs to Tien Chau Ward People's Committee.
Phuc Yen Irrigation Company Limited is responsible for regularly removing water fern and garbage on the Ca Lo truncated river and strengthening coordination with People's Committees at all levels in the work of clearing and dismantling nets on the river.
Up to now, the company has organized many campaigns to collect duckweed and garbage on the river, clear the drainage channel and proactively handle and dismantle some fish nets. However, the budget for dismantling fish nets is relatively large, while the local government, in its leading role, has very limited participation, so it is very difficult to completely resolve the fish nets.
We hope that in the coming time, the People's Committee of Phuc Yen city will direct more strongly so that the People's Committee of Tien Chau ward will take action with a higher sense of responsibility, be more proactive in coordinating with relevant units to completely resolve the fish nets, ensure clear drainage channels, and limit the risk of water pollution...".
It can be seen that the truncated fish nets on Ca Lo River continue to exist despite many directives from various levels and sectors and specific tasks assigned to Tien Chau Ward People's Committee. The primary responsibility belongs to Tien Chau Ward for not being determined enough to take action to handle and resolve the issue.
Not only that, on the dead-end Ca Lo River dike in this area, there is also a production facility of hundreds of square meters in size that has been brazenly violating the dike corridor for many years without being completely handled. We request that the provincial authorities and the People's Committee of Phuc Yen City investigate and clarify the responsibilities of organizations and individuals for the above situation.
At the same time, resolutely direct Tien Chau ward and related units to urgently and completely dismantle fish nets to ensure drainage, limit environmental impacts, as well as the risk of flooding when storms come.
