Recently, many phone subscribers have been very upset about receiving annoying phone calls, notifying that their two-way SIM cards will be locked if they do not follow the instructions; being scammed and bothered by calls from phone numbers that have been called "junk SIMs". The question is, why, according to previous information from network operators, after March 31, 2023, mobile subscribers will be managed by their owners, and there will be no more junk SIMs, but in reality, junk SIMs are still rampant?
Junk SIMs are the cause of all troubles, when many bad guys abuse them to harass, annoy, scam, even “torture” and “terrorize” phone users. With the recent information update, the common wish of all telecommunications users is that network operators resolutely and effectively eliminate junk SIMs.
Accordingly, after March 31, 2023, mobile subscribers with incorrect information that does not match the National Population Database will have their outgoing calls blocked, followed by two-way calls. Subscribers will have their one-way and two-way services stopped and their contracts terminated if they do not update their information to manage the situation of junk SIMs. However, up to now, junk SIMs continue to be rampant and network operators have not taken any action or responsibility for this.

Ms. MT (Ward 5, Bac Lieu City) said that while she was resting at noon, a strange phone number called, informing her that her phone was about to be blocked in both directions, and asking her to follow the instructions. The caller also said that this was the Vinaphone switchboard number, and that there was only one way to make outgoing calls. Annoyed, she called to complain and was told that this number was not from the switchboard and they could not solve anything, only instructing her to block the number. Ms. MT was upset, so in the end, it was still the telecommunications subscriber who had to block the annoying phone numbers themselves, without being able to request anything and also not seeing the network operator handle the situation of junk SIM cards like that!
Similar to other networks, many customers also received scam calls about two-way blocking. Some people were even threatened with blackmail, informed that they owed money, were fined for traffic violations, etc. And the search for the owners of the above phone numbers is still open, causing great frustration for users.
The policy of standardizing mobile subscriber information to eliminate the problem of spam messages, calls, and phone scams is strongly supported by the people. However, although the standardization has been almost completed, the situation of junk SIM cards is still rampant. So where is the loophole? The answer certainly cannot be only on the users' side. I think that in addition to the cooperation of subscribers, network operators need to be more drastic in managing, cutting, and destroying junk SIM cards. There can be no more junk SIM cards if network operators manage thoroughly and really want to do it properly.
