Why are there still so many unregistered SIM cards?

Recently, many mobile phone subscribers have expressed frustration over harassing phone calls, including notifications that their SIM cards will be blocked if they don't follow instructions; and scams and harassment from numbers previously known as "junk SIMs." The question arises: why, according to previous information from mobile network operators, after March 31, 2023, mobile phone subscriptions would be managed under the owner's name, eliminating the problem of "junk SIMs," yet in reality, these numbers are still rampant?

Unregistered SIM cards are the root of many problems, as many malicious individuals abuse them to harass, bother, scam, and even "torture" or "terrorize" phone users. With the recent information update, the common desire of all telecommunications users is for network operators to resolutely and effectively eliminate unregistered SIM cards.

Accordingly, after March 31, 2023, mobile subscribers with inaccurate or inconsistent information in the National Population Database will have their outgoing calls blocked, followed by two-way blocking. Subscribers will have their one-way and two-way services suspended and their contracts terminated if they do not update their information to manage the proliferation of unregistered SIM cards. However, to date, unregistered SIM cards continue to proliferate, and mobile network operators have not taken any action or taken any responsibility for this.

Ms. MT (Ward 5, Bac Lieu City) recounted that during her lunch break, she received a call from an unknown number informing her that her phone was about to be blocked for both incoming and outgoing calls, and demanding instructions. The caller also claimed it was a Vinaphone customer service number, and that calls were only outgoing. Annoyed, she called to complain, only to be told that the number was not from the customer service center and they couldn't resolve anything, only instructing her on how to block the number. Ms. MT expressed her frustration, saying that ultimately, it's the telecommunications subscribers who have to block these harassing numbers themselves, without being able to request anything, and the network provider doesn't seem to be doing anything to address the problem of spam SIM cards!

Similar to other network providers, many customers have also received scam calls about their service being blocked. Some have even been threatened with extortion, notified of outstanding debts, or reported traffic violations… And the tracing of the owners of these phone numbers remains unresolved, causing great frustration for users.

The policy of standardizing mobile subscriber information to eliminate spam messages, calls, and phone scams has received strong public support. However, even though the standardization is almost complete, the problem of unregistered SIM cards persists. So where are the loopholes? The answer certainly cannot be solely on the users' side. It is thought that, in addition to the cooperation of subscribers, mobile network operators need to be more decisive in managing and deactivating unregistered SIM cards. Unregistered SIM cards cannot exist if network operators manage them thoroughly and truly commit to doing it properly.
