According to the Report, the current Law on Education does not recognize electronic diplomas and certificates in the context of digital transformation, which is not consistent with international trends. The Government proposes to amend and supplement Article 34 of the Law on Education, transferring the authority to grant high school diplomas from the Director of the Department of Education and Training to the principal; abolishing the regulation on granting lower secondary school diplomas and assigning the head of the educational institution to confirm the completion of the curriculum. This is to reduce administrative workload and increase autonomy for schools.
The Government also proposed expanding compulsory education to nine years, instead of just primary school as it is now; and universalizing preschool education for children aged 3 to 5, instead of just five, to ensure fairness and in accordance with Resolution No. 218/2025/QH15 of the National Assembly .
Regarding textbooks, the Report clearly states that the State will provide a unified set of textbooks nationwide, free of charge to students. This content aims to institutionalize Resolution No. 71-NQ/TW and ensure compliance with the Party and State's policies as well as current practices.
