On the morning of October 23rd, at the National Convention Center, President Luong Cuong inspected the dress rehearsal for the signing ceremony and the high-level conference of the United Nations Convention against Cybercrime ( Hanoi Convention), which will take place in Hanoi from October 25-26.
Also attending were Deputy Prime Minister Bui Thanh Son, leaders of central ministries and agencies, and the city of Hanoi.
During the dress rehearsal, the President inspected and listened to reports from the units responsible for the overall preparations for the Opening Ceremony and the High-Level Conference of the United Nations Convention against Cybercrime. These reports included the script for conducting the Opening Session, the plan for receiving international delegations, the content and progress of the welcoming artistic program, the detailed script for the Opening Session, bilateral activities, arrangements for domestic and international journalists and media outlets to work, and other related activities.
After inspecting the site and listening to the reports, President Luong Cuong assessed this as a particularly important event; bearing profound political, diplomatic, and national significance; marking the first time a global multilateral convention in a field of great international interest is associated with the name of Hanoi, the capital of Vietnam.
The President acknowledged, commended, and highly appreciated the responsibility and proactive, thorough preparation work of the ministries, agencies, and units as assigned. To better prepare according to the approved plan, President Luong Cuong requested that relevant agencies continue to carefully review the entire scenario, especially the ceremonial, reception, security, and media aspects, ensuring that the signing ceremony is solemn, thoughtful, and reflects Vietnam's proactive, professional, and friendly image in international integration. He also urged them to promptly address any arising issues within their authority, ensuring the progress and quality of the preparations.
The President emphasized that this is also an opportunity to introduce to international friends the country, its people, its achievements, as well as the relationship between Vietnam and the United Nations.
The President emphasized that information disseminated must ensure accuracy, fully convey the significance and importance of the event, and contribute to enhancing Vietnam's image, role, and position in the international arena.
The President requested that the reception of international delegations should reflect a spirit of hospitality and respect; technical, logistical, and security units must coordinate closely to avoid errors, contributing to the overall success of the Signing Ceremony and related activities.
The adoption of the Convention against Cybercrime by the United Nations General Assembly (December 2024) and the opening of the signing ceremony in Hanoi is vivid evidence of the responsibility of nations in protecting cyberspace – a common asset of all humanity.
This event is not only a legal procedure but also a platform to promote dialogue, share experiences, strengthen partnerships among governments, international organizations, and the private sector, becoming a forum to promote the implementation of the United Nations Convention and global cooperation in combating cybercrime.
The Convention establishes a legal framework for international cooperation in combating cybercrime, ensuring that member states, especially developing and vulnerable countries, receive support and enhance their capacity to respond to this type of crime.
This will be a historic milestone, affirming the value of multilateralism with the United Nations at its center, sending a strong message about our determination to combat cybercrime and build a peaceful, just, and law-abiding world for the benefit of present and future generations.
