Minister Tran Hong Minh said that the law amendment aims to institutionalize the Party and State's guidelines and policies, perfect mechanisms and policies in the field of civil aviation, meet the requirements of socio -economic development, international integration, and ensure national defense and security.
The Draft Law is built in the spirit of innovation, only regulating the principled contents under the authority of the National Assembly , including 11 chapters and 109 articles, 93 articles less than the current Law.
On behalf of the review body, Chairman of the Law and Justice Committee Hoang Thanh Tung said that the Committee approved the comprehensive amendment of the Law on Civil Aviation of Vietnam. The review report clearly stated that the draft ensures constitutionality, consistency with relevant laws and compatibility with international treaties to which Vietnam is a member. Regarding investment in airport construction, the Committee basically approved the regulation allowing the mobilization of social resources, creating favorable conditions for enterprises to proactively invest, exploit, upgrade and expand airports according to the plan.
In addition, it is recommended to review investment procedures to reduce administrative barriers and increase flexibility for businesses. Regarding regulations on flight safety supervisors and the financial mechanism of the aviation industry, the Law and Justice Committee recommends research and improvement to ensure feasibility and compliance with the provisions of the Law on Cadres and Civil Servants and Resolution 27 on reforming salary policies.
