Vietnam can hold concerts no less than K-pop

Recently, thanks to public-private cooperation, we have domestic concert phenomena that are not inferior to international ones such as Anh trai say hi, Anh trai vu ngan cong gai and the international festival Ho Do.

On December 16, the scientific conference "Public-private partnership in cultural development" took place in Ho Chi Minh City. The event was organized by the Vietnam National Institute of Culture and Arts Studies and the Ho Chi Minh City Institute for Development Studies.

From 2018 to 2022, the production value of Vietnam's cultural industries is estimated to reach 1,059 trillion VND (44 billion USD).

Public-Private Partnership (PPP) is implemented on the basis of contracts between competent state agencies and the private sector, managing and operating infrastructure development projects and providing public services.

In the cultural field, public-private partnership is the combination of state agencies, private enterprises and social organizations to preserve, develop and promote culture.

Mr. Nguyen Van Thang Long, from RMIT University, estimated that by 2024 Vietnam will have more than 50 large and small music shows, with the participation of international and Vietnamese artists.

Audience numbers range from a few thousand to 30,000, 40,000 people.

Culture is Korea's soft diplomacy , the activities done by KOCCA (Korea Creative Content Agency, with the goal of bringing K-pop and Korean culture to the world) are quite similar to those in Vietnam.

Besides government support, top entertainment companies such as SM, YG, JYP and HYBE Group play a core role in shaping and developing K-pop with leading groups such as BTS, BlackPink.

Mr. Pham Binh An - Deputy Director of the Ho Chi Minh City Institute for Development Studies - expressed his opinion: "Korean culture is spreading all over the world, American culture is penetrating Vietnam very strongly. Hopefully we will have Vietnamese culture".

Mr. An said that BlackPink's concert was very successful, but recently we had domestic concert "phenomena" such as Anh trai say hi, Anh trai vu ngan cong gai and Ho Do International Music Festival.

"Perhaps we will not be any less, but sustainable development requires more appropriate and agile institutions," said Mr. An.

Public-private partnership needs to be legalized

Mr. Nguyen Tien Hung, General Director of Giai Phong Film Joint Stock Company, said that in order for the film industry to develop sustainably, it is necessary to maintain a good public-private partnership mechanism:

"When a film is co-produced by a business, their responsibility for the film is much higher and they have to bring the work to the audience to generate revenue. It is a circle from creation, production, distribution, and dissemination to generate revenue and market, then resources will be reinvested in culture."

The phenomenon of Yellow Flowers on Green Grass is still mentioned in seminars as a model for many issues of public-private cooperation in cinema.

According to Mr. Hung, cinema is highly risky, so both sides, especially the private sector, need a clear and transparent legal mechanism:

"The development of specific regulations that are upgraded to the law on public-private cooperation in the new film industry will create momentum for development and it is necessary to issue specific regulations on the interests between the State, producers, and distributors to ensure the harmony of interests in film distribution."

Experts argue that it is necessary to create conditions for private enterprises to participate in film production, distribution and dissemination. The State plays a role in guiding policies, supporting resources, and controlling cultural content; the private sector brings dynamism, technological innovation and connection to the market.

Mr. Nguyen Anh Tuan, Vietnam National Institute of Culture and Arts, proposed that the State could invest money in film production, and the private sector would be responsible for communication and advertising:

"This will solve the funding problem. The private sector, with its flexibility in capital mobilization and communication capacity, can help the film create a good effect on the public."

Ho Chi Minh City - the cultural pearl of the South

Since the workshop took place in Ho Chi Minh City, public-private cooperation in culture in the city was also a topic of interest.

Experts hope to turn Ho Chi Minh City into the "cultural pearl of the Southern region" as Ms. Nguyen Thi Thu Phuong, director of the Vietnam National Institute of Culture and Arts said.

Many presentations at the workshop discussed the level of investment in culture in Ho Chi Minh City as well as the projects that have been, are being, and will be built in the city to organize large-scale cultural activities of national and international stature.
