Vietnam makes practical contributions to global human rights progress

The United Nations Human Rights Council has officially adopted by consensus two resolutions proposed and drafted by Vietnam and other countries.

The United Nations Human Rights Council has concluded its 59th regular session, with 26 resolutions and decisions adopted, including two resolutions proposed and drafted by Vietnam as part of the Core Group.

The 59th session of the United Nations Human Rights Council took place from June 16 to July 8, attracting the participation of many representatives of countries, international intergovernmental organizations and non-governmental organizations, including: 5 thematic discussion sessions, discussion sessions, dialogues with 35 special procedures and human rights mechanisms of the United Nations, many consultation sessions on draft resolutions.

As a result of the session, the United Nations Human Rights Council adopted 26 resolutions and decisions, appointed two personnel under the "Special Procedures" mechanism (i.e. the United Nations expert system), and completed the procedure for adopting the Universal Periodic Review (UPR) Report of the fourth cycle of 14 countries.

The Vietnamese delegation, led by Ambassador Mai Phan Dung - Head of the Vietnamese Delegation to the United Nations, the World Trade Organization and other international organizations in Geneva - actively attended the Session.

On July 8, the United Nations Human Rights Council officially adopted by consensus two resolutions proposed and drafted by Vietnam and other countries.

First is the Resolution on climate change and human rights, with the theme of climate finance, which received co-sponsorship from more than 63 countries (as of the end of July 8, Geneva time).

This is the result of extensive consultation and advocacy led by the Bangladesh Delegation together with Vietnam and the Philippines.

The Council also adopted a resolution on “Enhancing international cooperation, technical assistance and capacity building to strengthen national frameworks for the protection and empowerment of children in cyberspace,” with more than 87 co-sponsors (as of the end of July 8, Geneva time).

This is also a result of extensive advocacy and consultation led by the Saudi Arabian Delegation together with the Delegations of Vietnam, Algeria, Azerbaijan, Kuwait and Pakistan.

Vietnam has actively participated in the Core Group of Vietnam, Bangladesh and the Philippines in the process of developing, consulting and introducing the annual resolution on climate change and human rights at the United Nations Human Rights Council since 2008.

This year, with the theme “Equitable and Effective Access to Climate Finance,” the Resolution continues to affirm the link between the impacts of climate change and the enjoyment of human rights, while emphasizing the need to ensure that climate finance plays a substantive role in supporting severely affected countries.

Vietnam's proactive and constructive participation in this resolution demonstrates Vietnam's commitment to protecting human rights in the context of climate change, while clearly demonstrating its proactive, positive and responsible foreign policy towards global issues.

Regarding the resolution on “Enhancing international cooperation, technical assistance and capacity building to strengthen national frameworks for the protection and empowerment of children in cyberspace,” the successful introduction of this resolution reflects the growing concern of the international community about the challenges and risks children face in cyberspace, while affirming the role and image of Vietnam in emerging and cross-border human rights topics.

On the other hand, the resolution also reaffirms the importance of the United Nations Convention against Cybercrime, the signing ceremony of which is expected to take place in Hanoi on October 25-26.

Through that, Vietnam continues to demonstrate itself as an active, responsible member and proactively contributes to the process of building international standards at the United Nations Human Rights Council.

In addition, the Vietnamese delegation actively participated and spoke at the session, which included meetings and discussions on many topics such as climate change and human rights, combating human trafficking, extreme poverty, clean water and sanitation, business and human rights... and sessions to adopt UPR reports of countries.

Together with countries in the Association of Southeast Asian Nations (ASEAN), the Vietnamese delegation also proactively contributed to the development of a common ASEAN statement on just transition in the context of climate change.

Within the framework of the session, Vietnam organized a photo exhibition "Vietnam: Identity, Humanity and Integration" at the United Nations headquarters in Geneva from June 30 to July 8.

The exhibition attracted special attention from international friends with many photos vividly reflecting the achievements in socio-economic development, ensuring and promoting human rights, as well as the diverse cultural identity of Vietnam.

This is not only a meaningful cultural diplomacy activity but also a specific initiative that contributes to spreading the image of a Vietnam that is innovative, dynamically developing and deeply integrated.

In addition, Vietnam also hosted a side event on “Transforming food systems to adapt to climate change and ensure the right to food,” co-sponsored by Bangladesh, the Netherlands, Mexico and the participation of more than 50 international delegations and major international organizations.

The event affirmed Vietnam's leading role in promoting human rights in the new context, especially the right to food in the context of increasingly serious climate change.

International delegates highly appreciated Vietnam's efforts and model of food system transformation, considering this a valuable practical experience that can be shared and replicated.

During the 59th session of the Human Rights Council, the Vietnamese delegation demonstrated a proactive, constructive and highly responsible role in all activities of the Council.

In the spirit of dialogue and cooperation, the Vietnamese delegation actively contacted and consulted with countries, contributed ideas, developed the content of resolutions, and co-sponsored many important initiatives related to human rights.

These substantial contributions clearly reflect Vietnam's consistent viewpoint and humane policy in promoting and protecting human rights on the basis of respecting the United Nations Charter, international law and international standards on human rights.

Vietnam continues to affirm its position and prestige as an active and responsible member of the Human Rights Council for the 2023-2025 term.

The outstanding efforts at this session are clear evidence of Vietnam's commitment to promoting dialogue, enhancing mutual understanding and ensuring human rights for all.

At the same time, it is also a solid foundation for Vietnam to actively prepare for re-election to the United Nations Human Rights Council for the 2026-2028 term, continuing to make more substantial contributions to common issues of the international community, demonstrating Vietnam's proactive, positive, comprehensive and far-reaching foreign policy.
