Vietnam - Japan promote climate cooperation through joint crediting mechanism (JCM)

DNVN - On June 30, implementing strong commitments in the Nationally Determined Contribution (NDC) and the Net Zero target by 2050, Vietnam and Japan are discussing a new, deeper phase of cooperation within the framework of the Joint Crediting Mechanism (JCM).

The focus of this phase of cooperation is to promote low-carbon agricultural projects, in particular the application of Green Carbon's alternate wetting and drying (AWD) technology in rice cultivation, to reduce greenhouse gas emissions and generate high-quality carbon credits in accordance with Article 6 of the Paris Agreement.

Rice production is a significant source of methane (CH4) emissions in Vietnam. Green Carbon’s AWD irrigation technology, a proven solution, not only reduces methane emissions by up to 48% and saves 25-30% of irrigation water, but also maintains and even increases crop yields. Emission reductions from AWD can be quantified to generate carbon credits, providing a new sustainable source of income for farmers and contributing directly to the global carbon market.

The cooperation under Green Carbon's AWD irrigation technology is built on the successful foundation of the JCM mechanism in the 2013-2020 period. Vietnam and Japan have implemented 14 projects and issued more than 35,000 carbon credits in the 2013-2020 period. Currently, the Ministry of Agriculture and Environment of Vietnam and relevant agencies are closely coordinating with the Japanese side to discuss and sign a cooperation agreement for the new period, ensuring full compliance with the provisions of Article 6 of the Paris Agreement, allowing emission reduction results (ITMOs) from projects in Vietnam to be transferred and used for both countries to implement their NDC commitments.

Green Carbon Inc. is a pioneer in realizing the AWD model. Green Carbon Vietnam is actively implementing low-carbon agriculture projects in the Mekong Delta and provinces nationwide. Green Carbon acts as a project developer, working directly with farmers and local cooperatives to apply AWD techniques on a large scale, implementing the measurement, reporting and verification (MRV) process of emission reductions, and registering the project according to the strict standards of the JCM. The participation of businesses like Green Carbon is a key factor in turning government- level agreements into practical actions, bringing direct benefits to farmers.

Speaking about the cooperation orientation, a representative of the Ministry of Agriculture and Environment said: "Replicating the low-emission rice cultivation model through the JCM is a strategic step, helping farmers increase their income and adapt to climate change, and affirming Vietnam's pioneering role in building a green and responsible agriculture. This is a concrete action to realize the commitment to reduce 43.5% of emissions with international support in Vietnam's NDC."

The cooperation in applying Green Carbon’s AWD technology under the JCM is a good example of how developed and developing countries can work together towards common climate goals. Japan, one of the world’s leading countries in Article 6 cooperation, will continue to support Vietnam financially and transfer advanced technology.

Mr. TANAKA Tomoki, Deputy Director of the International Strategy Division, Export and International Affairs Bureau, Ministry of Agriculture, Forestry and Fisheries (MAFF), Japan shared: "The Government of Japan is committed to accompanying Vietnam on the journey towards a low-carbon future. The new JCM mechanism, especially in the agricultural sector, will create mutual benefits for both countries, helping us achieve ambitious climate goals and further strengthen the Comprehensive Strategic Partnership."

Successful implementation of low-carbon rice projects under the JCM will open up enormous potential for Vietnam's agricultural sector, turning emissions challenges into opportunities for sustainable economic development, while contributing to ensuring global food security and environmental security.

Green Carbon applies Alternate Wetting and Drying (AWD) irrigation technique: AWD reduces methane (CH₄) emissions and generates carbon credits. AWD method allows to interrupt the anaerobic process, greatly reducing the activity of methane-producing bacteria. It is estimated that AWD can reduce irrigation by up to 30% and reduce methane from rice fields by 48%. Green Carbon implements AWD according to international standards, combining monitoring, GHG measurement, farmer training and rice quality assessment.

In Nghe An, the pilot project applied AWD on a pilot area, recording a reduction in methane emissions of up to 60.11% for direct-sown rice and 52.94% for transplanted rice; at the same time, saving water, reducing production costs, and increasing farmers' income. An Giang (116,000 ha) has been registered for Verra, expected to reduce more than 590,682 tCO₂e/year and create carbon credits worth tens of millions of tons of CO₂tđ in the period 2025-2032. Green Carbon applies the AWD model to develop an agricultural carbon platform in Vietnam, contributing to promoting sustainable rice production, environmental protection, and access to green finance.
