Vietnam and Japan strengthen bilateral cooperation in the forestry sector

The signing ceremony was attended by representatives of agencies and units under the Forestry Department and the Wood Pellet Association of both sides. The Vietnamese delegation was led by Mr. Tran Quang Bao, Director of the Forestry Department, and Mr. AOYAMA Toyohisa, Director of the Japanese Forestry Department, chaired the signing ceremony.

At the ceremony, Mr. Tran Quang Bao highly appreciated the cooperation and support of Japan for Vietnam in the forestry sector in recent years. Japan has supported Vietnam in developing and implementing strategies, policies and important projects of the sector such as: perfecting the legal system, especially supporting the development of the Forestry Law in 2017 and Decrees and Circulars guiding the Forestry Law. Through ODA programs/projects providing non-refundable technical assistance and preferential loan projects, Japan has supported Vietnam in strengthening sustainable forest management, improving livelihoods for forest-based communities, conserving biodiversity, and addressing climate change in forestry. Most of the programs/projects that have been and are being implemented in Vietnam are assessed as effective, contributing to the success of the forestry sector in recent years. In the field of wood and wood products trade, Japan is one of the five countries with the largest export turnover of Vietnam in the world with about 1.5 - 2.0 billion USD annually.

Mr. Tran Quang Bao also emphasized that “despite achieving such important cooperation results, the two sides need to continue to promote cooperation further to promote the potential and strengths of the two countries in the forestry sector, deepening bilateral cooperation, contributing to the development of the forestry sector of the two countries”. Mr. Bao highly appreciated the active coordination of the Japan Forestry Agency in the process of building and organizing the signing ceremony of the Memorandum of Understanding on bilateral cooperation on forestry with Vietnam in a united and friendly atmosphere.

In his welcoming speech to the Vietnamese delegation, Mr. AOYAMA Toyohisa, Director General of the Japan Forestry Agency, also reviewed the results of the cooperation between the two sides in the past time. He also highly appreciated the close coordination of the Vietnamese side in the cooperation process and achieved important achievements. He suggested that in the coming time, the two sides need to strengthen coordination in developing plans to effectively and practically implement the 08 cooperation activities that the two sides have identified in the Memorandum of Understanding, including: Sustainable forest management; Mitigation and adaptation to climate change; Effective management and use of forest resources, promoting the multi-use value of forests; Strengthening forest conservation, biodiversity and forest landscape restoration; Forest management for natural disaster prevention; Research and development of new technologies in the forestry sector; Human resource development; and legality of timber, responsible trade of timber and timber products.

Mr. AOYAMA Toyohisa suggested that the two sides should focus on coordinating the implementation of four areas in the immediate future: building and mutual recognition of timber legality to enhance responsible timber trade; creating favorable conditions for Japanese experts to come to Vietnam to work and help Vietnam more in the forestry sector; coordinating the effective implementation of the Joint Crediting Mechanism (JCM) signed in 2013; coordinating the development and implementation of cooperation projects related to the International Tropical Timber Organization (ITTO).

During the working trip, the Vietnamese delegation took time to attend the following events: Bilateral discussion with the Japan Biomass Energy Association; Meeting with representatives of the Japanese Ministry of Economy , Trade and Industry; The 4th Asian Biomass Energy Conference. At these events, Vietnam shared information on the processing and trade of wood and wood products in Vietnam, and Vietnam's legal regulations on the legality of wood to contribute to promoting the production and trade of wood and wood pellets legally and sustainably between the two countries./.
