More than VND10 billion in aid from the United Nations Development Program and the International Organization for Migration is being quickly paid by Vietnam Post to more than 2,600 households severely affected by storm Yagi.
Since December 18, Vietnam Post Corporation, a postal enterprise under the Ministry of Information and Communications, has begun to pay support money from the United Nations Development Program - UNDP and the International Organization for Migration to more than 2,600 households in Lao Cai, Yen Bai and Hai Phong city affected by storm No. 3 Yagi.
The households receiving international aid are all families in difficult circumstances, with elderly people living alone, people with disabilities... affected by storm No. 3 Yagi .
The detailed payment plan and scheme for each locality has been developed by Vietnam Post in coordination with local authorities, relevant socio-political organizations, UNDP and IOM.
More than 90% of payment points are located at post offices and commune Post Offices and Cultural Centers, where people can easily come to receive money.
When making payment, the Post Office staff will check the personal information of the beneficiary to ensure that the payment is made to the right person. The support money is also prepared in advance by the Post Office and packed into separate envelopes and counted directly so that the recipient does not have to wait.
Most payment staff are local and know the beneficiary's identity well, so verifying and comparing information will be faster.
Payment and money counting are always witnessed by local coordinating forces and confirmed by the signature or fingerprint of the beneficiary.
In Yen Bai, from December 19 to December 21, the Provincial Post Office paid about 7 billion VND sponsored by UNDP to 1,760 households in 56 communes and wards of Yen Bai city, Tran Yen district and Yen Binh district.
Ms. Nguyen Thanh Huong, Director of Yen Bai Post Office, said that the provincial Post Office has sent more than 60 officers and employees to make payments to households.
These are all officials with a lot of experience in pension payments, social security payments, and payments to people with revolutionary contributions, so they did not encounter any major difficulties.
"For payment points with large beneficiaries, we will increase the number of employees by 1 to 2 so that people can receive money as quickly and conveniently as possible," Ms. Nguyen Thanh Huong added.
Mr. Le Kim Thang, Quyet Tien village, Y Can commune, Tran Yen district, Yen Bai province said that his family only has 2 husband and wife, both do not have pension, the storm came and swept away many belongings.
“Receiving the money was no problem, the staff was very enthusiastic. The timely support from the organizations and the thoughtfulness of the Post Office helped me feel warm on this winter day,” Mr. Le Kim Thang confided.
Ms. Pham Thi Nga, Tan Thinh village, Quy Mong commune shared that it only took her 1 minute to receive the money and sign the confirmation. The money was already packed in an envelope, the post office staff counted the money with her right at the payment desk so it was very clear.
Directly witnessing the payment of support money to households affected by Typhoon Yagi held in Yen Bai province on December 20, Ms. Ramla Khalidi, UNDP Resident Representative in Vietnam, mentioned the Vietnamese proverb "A little gift, a lot of heart" to show that although the value of money is not large, it is the sharing of the United Nations Development Program with the Vietnamese people.
Ms. Ramla Khalidi expressed her hope that the small gifts from the program will be used by people for educational purposes, health care, and purchasing necessary items to cover their living expenses, and commented on the organization of payments to people: “We appreciate the role of Vietnam Post, because they have a network and members in all communes and wards. This helps to implement money distribution activities quickly, effectively and directly to people.”
According to a representative of Vietnam Post, since Typhoon Yagi, Vietnam Post has been chosen by 7 international organizations and localities as a companion unit, participating in paying support money to people to overcome the consequences of storms and floods.
The relief funds were all paid quickly, safely and accurately by the Post Office, contributing to stabilizing the lives and post-storm reconstruction of thousands of households.
