Breakthrough of policy credit
Phu Tho is a midland and mountainous province in the North, with complex terrain, the mountainous area accounts for 79% of the province's natural area. There are more than 30 ethnic groups living together in the province. In recent years, the province's socio -economic situation has changed positively with an average annual GRDP growth rate of 7-8%/year, the economic structure has shifted towards industrialization and modernization. The goal of poverty reduction is identified as an important task in the local socio-economic development strategy, with many projects invested in poverty reduction programs from various sources of capital, basically eliminating hungry households and reducing poor households. In addition, the number of employed workers has increased, production has developed, the material and spiritual life of the people has been significantly improved, gradually building Phu Tho into a leading developed province in the midland and mountainous region of the North. To achieve the above positive results, the important driving force from social policy credit capital is indispensable. Especially since Directive No. 40-CT/TW of the Central Party Secretariat.
Immediately after Directive No. 40 was issued, the Standing Committee of Phu Tho Provincial Party Committee directed the Provincial People's Committee, departments, branches and sectors; People's Committees of districts, cities and towns; the provincial Social Policy Bank system and related units to organize research, disseminate and thoroughly grasp the contents of Directive and Conclusion No. 06-KL/TW of the Secretariat to all cadres, party members, civil servants, public employees and workers, especially those directly performing tasks related to social policy credit.
At the district and commune levels, coordinate with agencies and units to propagate and disseminate the Party and State's policies on social credit to raise awareness of members, especially poor women and other policy beneficiaries, through the activities of the Association's branches/groups, local radio stations, writing news and articles on radio stations, newspapers, and electronic information pages of the province and the Association, etc. In particular, disseminate and notify beneficiaries of preferential credit policies, especially newly issued policies, so that people can clearly understand and request preferential loans when needed.
The People's Committees at the commune level pay attention to arranging 225 transaction points of the Social Policy Bank at the headquarters of the committee, ensuring safety and convenience in transactions with customers. Regularly publicize information related to policy credit at the commune transaction points, publicize the borrowers at the Social Policy Bank. The socio-political organizations at all levels and the Management Board of the Savings and Loan Groups regularly do a good job of consulting, guiding the construction and praising, rewarding to replicate typical and outstanding production and business models, helping each other to improve the economy and escape poverty.
Looking back at the 10-year journey of implementing Directive No. 40, it can be seen that policy credit has contributed significantly to solving, creating jobs, improving life, serving production and business, contributing to the implementation of the target program of hunger eradication, poverty reduction, and new rural construction of the province. The effectiveness of loan use by policy beneficiaries in the area in the period of 2014-2024 since Directive 40-CT/TW is clearly seen as follows: The provincial branch of the Vietnam Bank for Social Policies is implementing 20 policy credit programs, an increase of 8 programs compared to 2014; the lending turnover of policy credit programs in the past 10 years reached 11,616 billion VND. The average loan has increased from 17.71 million VND in 2014 to 43.26 million VND in 2024 (an increase of 25.55 million VND/loan compared to 2014).
Over the past 10 years, the number of poor households and other policy beneficiaries receiving loans from the VBSP was 332,227; the number of households exceeding the poverty line was 48,274, contributing to reducing the annual poverty rate to achieve the set target, the number of poor households decreased from 37,649 households (9.89%) in 2014 to 18,957 households (4.49%) and the number of near-poor households decreased from 38,953 households (10.23%) in 2014 to 15,357 households (3.65%). At the same time, capital sources from the policy credit program implemented by the VBSP, along with other resources, have contributed to helping poor households escape poverty; the face of rural areas and remote areas is constantly being renewed and developed.

Capital to help people reduce poverty sustainably
Recalling the days when she did not know about policy credit capital, Ms. Hoang Thi Ngan, Bac Son commune, Tam Nong district, Phu Tho province, said that her family mainly lived on farming, working for hire, and working for hire, so life was very difficult and arduous, and her awareness of economic development was limited. Not only Ms. Ngan, in the midland area of Bac Son commune, there are few advantages but many difficulties, there are many poor families who are always wondering how to improve their lives and escape poverty.
Thanks to the policies of the Party and the State, with the guidance and sharing of the members of the Savings and Loan Group, the encouragement of the commune leaders, the support of the Veterans Association of Bac Son commune, under the guidance of the staff of the district Social Policy Bank. In 2016, Ms. Ngan boldly borrowed 50 million VND in policy capital to buy 1 cow and plant 2,000 eucalyptus trees. After 5 years, Ms. Ngan paid off the bank debt and the eucalyptus hill began to yield. Her family escaped poverty and became a well-off household in the village. In 2019, Ms. Ngan boldly borrowed another 50 million VND from the capital source of the production and business household program in difficult areas. Since then, Ms. Ngan's family has continued to invest and expand barns to expand livestock farming as well as buy supplies to take care of the eucalyptus hill. Thanks to that, the family's average annual income has reached over 80 million VND/year.
For Ms. Hoang Thi Hop in Mo Son area, Son Tinh commune, Cam Khe district, she cannot forget the difficult days when she had to worry about food and clothing for the whole family and the expenses for her two children who were going to school. As a poor household in the commune, in 2014, Ms. Hop's family was admitted to the Savings and Loan Group by the Youth Union and the Savings and Loan Group of Mo Son area - Son Tinh commune to be considered and guided on loan application procedures for 02 preferential loan packages for students with a total amount of 82,500,000 VND. Thanks to that, the burden of paying for the children's education is less heavy, family life is less difficult; in addition to paying monthly interest, Ms. Hop's family also saved some money, creating conditions for the children to cover their education expenses better.
In 2020, thanks to the capital to cover the cost of education for her two children, along with income from livestock and farming, Ms. Hop's family escaped poverty. Entering 2021, Ms. Hop's family had the idea of expanding production and livestock farming, but due to the family's limited capital. While wondering and worrying about capital, Ms. Hop was considered for a loan of 100 million VND for newly escaped poverty households and 20 million VND for the clean water and rural environmental sanitation program. From the above two loan sources, Ms. Hop's family has a standard sanitation treatment facility; bought 2 breeding cows; dug and renovated more than 4,000 m2 of ponds for raising meat fish and fish fry. Since then, the family has had a significant additional source of income. Ms. Hop happily said that currently, her two children have graduated from university and have jobs after graduation, with stable income, helping the family pay off the principal and interest to the Social Policy Bank on time. My family currently has a stable income from the model of raising breeding sows and raising fish for breeding and commercial fish. After deducting expenses, my family's average income is about 100 million VND/year, contributing to sustainable poverty escape and not falling back into poverty.

To continue to effectively implement Directive 40-CT/TW, Mr. Truong Viet Phuong, Director of the People's Credit Fund of Phu Tho province, said that in the coming time, the People's Credit Fund of Phu Tho province will continue to focus on mobilizing resources and effectively implementing social policy credit programs; advising local Party committees and authorities to effectively implement Directive 40-CT/TW, paying attention to allocating resources from the local budget to supplement capital for lending to poor households and other policy beneficiaries, in order to achieve the goal of poverty reduction and ensuring social security. At the same time, promote propaganda on preferential credit policies and guidelines, especially new credit programs; strengthen and improve the quality of Savings and Loan Groups, operations of transaction points in communes, wards and towns; ensure that 100% of the poor and other policy beneficiaries who have needs and meet the conditions have access to and use the services of the People's Credit Fund.
