Dienbien.gov.vn – After the opening session, the 20th Session, the 15th Provincial People's Council continued to listen to the draft Report submitted by the Provincial People's Committee at the Session and discussed and decided to approve: Project on rearranging and reorganizing commune-level administrative units in Dien Bien province. Comrade Lo Van Phuong, Member of the Provincial Party Committee, Chairman of the Provincial People's Council and Comrade Giang Thi Hoa, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council co-chaired the Session.
Comrade Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee approved the Proposal to dismiss the member of the Provincial People's Committee.
Accordingly, before the rearrangement, Dien Bien province had 129 commune-level administrative units (Us) (including 115 communes, 9 wards and 5 towns). After the rearrangement, Dien Bien province has 45 commune-level administrative units (Us) (including 3 wards, 42 communes); reducing 84 commune-level administrative units, achieving a reduction rate of 65.1%. Specifically:
1. Establish Muong Nhe commune on the basis of merging 3 units: Muong Nhe commune, Nam Vi commune and Chung Chai commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the District Party Committee, People's Council and People's Committee of Muong Nhe district.
2. Establish Sin Thau commune by merging 3 units: Sin Thau commune, Sen Thuong commune and Leng Su Sinh commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Leng Su Sinh commune.
3. Establish Muong Toong commune by merging two units: Muong Toong commune and Huoi Lech commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Muong Toong commune.
4. Establish Nam Ke commune on the basis of merging 2 units: Nam Ke commune and Pa My commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Nam Ke commune.
5. Establish Quang Lam commune on the basis of merging 2 units: Quang Lam commune and Na Co Sa commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Quang Lam commune.
Before the reorganization, Dien Bien province had 129 commune-level administrative units. After the reorganization, the province has 45 commune-level administrative units.
6. Establish Na Hy commune on the basis of merging 4 units: Na Hy commune, Na Khoa commune, Nam Nhu commune and Nam Chua commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the District Party Committee; People's Council and People's Committee of Nam Po district.
7. Establish Muong Cha commune on the basis of merging 3 units: Cha Cang commune, Cha Nua commune, Nam Tin commune and Pa Tan commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Cha Cang commune.
8. Establish Na Bung commune on the basis of merging 2 units: Na Bung commune and Vang Dan commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Vang Dan commune.
9. Establish Cha To commune on the basis of merging Cha To commune and Nam Khan commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Cha To commune.
10. Establish Si Pa Phin commune on the basis of merging Si Pa Phin commune and Phin Ho commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Si Pa Phin commune.
11. Establish Muong Lay ward on the basis of merging 4 units: Song Da ward, Na Lay ward, Lay Nua commune and Sa Tong commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the Town Party Committee, People's Council and People's Committee of Muong Lay town.
12. Establish Na Sang commune on the basis of merging 4 units: Na Sang commune, Ma Thi Ho commune, Sa Long commune and Muong Cha town. The location of the new administrative unit headquarters is expected to be at the headquarters of the District Party Committee, People's Council and People's Committee of Muong Cha district.
13. Establish Muong Tung commune on the basis of merging Muong Tung commune and Huoi Leng commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Muong Tung commune.
14. Establish Pa Ham commune on the basis of merging Pa Ham commune and Hua Ngai commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Pa Ham commune.
15. Establish Nam Nen commune on the basis of merging Nam Nen commune and Huoi Mi commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Nam Nen commune.
16. Establish Muong Pon commune on the basis of merging Muong Pon commune and Muong Muon commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Muong Muon commune.
17. Establish Tua Chua commune on the basis of merging 3 units: Muong Bang commune, Na Tong commune and Tua Chua town. The location of the new administrative unit headquarters is expected to be at the headquarters of the District Party Committee, People's Council and People's Committee of Tua Chua district.
18. Establish Sin Chai commune on the basis of merging 3 units: Sin Chai commune, Ta Sin Thang commune and Lao Xa Phinh commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Lao Xa Phinh commune.
19. Establish Sinh Phinh commune by merging 3 units: Trung Thu commune, Ta Phin commune and Sinh Phinh commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Sinh Phinh commune.
20. Establish Tua Thang commune on the basis of merging Tua Thang commune and Huoi So commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Huoi So commune.
Comrade Pham Duc Toan, Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee reported on the policy on the arrangement and reorganization of commune-level administrative units in Dien Bien province.
21. Establish Sang Nhe commune on the basis of merging 3 units: Xa Nhe commune, Muong Dun commune and Phinh Sang commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Xa Nhe commune.
22. Establish Tuan Giao commune on the basis of merging 3 units: Quai Cang commune, Quai Nua commune and Tuan Giao town. The location of the new administrative unit headquarters is expected to be at the headquarters of the District Party Committee; People's Council and People's Committee of Tuan Giao district.
23. Establish Quai To commune on the basis of merging 3 units: Toa Tinh commune, Quai To commune and Tenh Phong commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Quai To commune.
24. Establish Muong Mun commune on the basis of merging 3 units: Mun Chung commune, Muong Mun commune and Pu Xi commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Muong Mun commune.
25. Establish Pu Nhung commune on the basis of merging 3 units: Pu Nhung commune, Rang Dong commune and Ta Ma commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Rang Dong commune.
26. Establish Chieng Sinh commune on the basis of merging 4 units: Chieng Sinh commune, Na Say commune, Muong Thin commune and Muong Khong commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Na Say commune.
27. Establish Muong Ang commune on the basis of merging 3 units: Ang Nua commune, Ang Cang commune and Muong Ang town. The location of the new administrative unit headquarters is expected to be at the headquarters of the District Party Committee; People's Council and People's Committee of Muong Ang district.
28. Establish Na Tau commune on the basis of merging 3 units: Na Tau commune, Muong Dang commune and Ngoi Cay commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Na Tau commune.
29. Establish Bung Lao commune on the basis of merging 3 units: Bung Lao commune, Chieng Dong commune and Ang To commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Bung Lao commune.

The location of the new administrative unit headquarters is expected to be at the headquarters of the City Party Committee, People's Council and People's Committee of Dien Bien Phu city.

36. Establish Thanh Yen commune on the basis of merging 3 units: Noong Luong commune, Pa Thom commune and Thanh Yen commune. 38. Establish Nua Ngam commune on the basis of merging 3 units: Nua Ngam commune, He Muong commune and Na Tong commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Nua Ngam commune.
39. Establish Muong Nha commune on the basis of merging 3 units: Muong Nha commune, Muong Loi commune and Phu Luong commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Phu Luong commune.
40. Establish Na Son commune on the basis of merging 3 units: Na Son commune, Keo Lom commune and Dien Bien Dong town. The location of the new administrative unit headquarters is expected to be at the headquarters of the District Party Committee, People's Council and People's Committee of Dien Bien Dong district.
41. Establish Xa Dung commune on the basis of merging Xa Dung commune and Phi Nhu commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Phi Nhu commune.

44. Establish Tia Dinh commune on the basis of merging Tia Dinh commune and Hang Lia commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Hang Lia commune.
45. Establish Phinh Giang commune on the basis of merging Phinh Giang commune and Pu Hong commune. The location of the new administrative unit headquarters is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Phinh Giang commune.
Comrade Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee clarified some issues that delegates were concerned about.
Giving opinions at the discussion session, the majority of delegates agreed with the policy of the project to rearrange the communal administrative units proposed by the Provincial People's Committee, however, some delegates were concerned about the location of the new administrative unit headquarters. After the rearrangement, they hoped that the province would pay attention and invest in transportation and working facilities, because the old communal facilities served about 30 people, when merged, the number would increase to 85-100 people, which would create immediate difficulties in the working process.
Comrade Vu A Bang, Vice Chairman of the Provincial People's Committee, presented the proposal to adjust the medium-term public investment plan for the period 2021-2025 and 2025.
Regarding the above concerns, comrade Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee clarified the contents that the delegates were interested in. Regarding the proposed location of the new administrative unit headquarters, he shared: The process of implementing the arrangement steps has been carefully studied according to the Central's instructions and the opinions of the people in the area have been collected. On the basis of choosing the location for the new commune center in the place with the best development space, serving the development needs of the majority of the people. After the merger, a review of some shortcomings, difficulties and obstacles in terms of facilities will be conducted, in order to have an adjustment plan suitable to the actual conditions of each commune...
Comrade Lo Van Cuong, Vice Chairman of the Provincial People's Committee, presented the report on Approval of the adjustment of the land area for the investment project to build an aviation fuel sales point in Dien Bien.
The meeting also discussed and voted to approve the Decision on the initial charter capital and additional charter capital allocated to the Provincial Land Development Fund; Approval of the adjustment of the land area for the investment project to build the Aviation Fuel Sales Point in Dien Bien approved in Resolution No. 214/NQ-HDND dated December 10, 2024 of the Provincial People's Council; Adjustment of the medium-term public investment plan for the period 2021-2025 and 2025 and dismissal of Mr. Giang A Dinh, Head of the Provincial Ethnic Minorities Committee, from the position of Member of the Provincial People's Committee./ .
