These days, the Mekong Delta (MD) is entering the peak of the rainy season. This is a major obstacle to the construction of construction projects.
However, at the large construction site of the North-South expressway in the East phase 2021-2025, the Can Tho - Ca Mau section (Can Tho - Ca Mau expressway), officials and workers are working day and night, speeding up to compensate for the progress, determined at all costs to bring the project on schedule according to the direction of the Government and the Ministry of Transport .

Overcoming difficulties to achieve progress as committed
The dry season, the most favorable season for project construction, has passed. In August 2024, the weather in the Mekong Delta changed erratically, with prolonged heavy rain affecting construction, especially at bridge projects that required electricity to process the formwork for piers, railings, etc. However, the pace of work on the construction site was not affected.
“We only stop working when the rain is too heavy and unsafe. Even when it rains lightly, we still work,” said an engineer.
At the construction site of IC2 intersection (Can Tho city) of the Can Tho - Hau Giang component project, the working atmosphere is extremely urgent. The group of workers building the N1 and N2 branch bridges are focusing on pouring concrete for the foundation, abutments, pillars... On the connecting route, the sound of rollers and excavators resounds...

Workers work diligently with the goal of completing their work as quickly as possible.
Mr. Trinh Xuan Hung, Commander of Tan Nam Construction Joint Stock Company, said that the progress of the package undertaken by the unit has reached 50% of the output. Of which, the first phase of the foundation loading is 4km. The package has 10 bridges, some small bridges have been completed such as Ba Dau, Ben Ba, while the branch bridges N1 and N2 have reached 80% of the progress.
“With support from the local authorities and the My Thuan Project Management Board, the contractor was assigned three sand mines, with about 3,000m3 of sand distributed to the construction site each day.
The contractor has mobilized equipment, rollers, and bulldozers to ensure that sand is delivered to the construction site and processed within the day, without any backlog to speed up the project's progress," said Mr. Hung.
Along the construction site from Can Tho to Ca Mau , "sand mountains" are gathered along the construction site, excavators, bulldozers, and wicking machines are operating at full capacity.
Engineers and machine operators all showed their determination to race to meet the deadline with the ultimate goal of completing their work early.

Mr. Nguyen Thanh Vinh, Deputy Executive Director of Truong Son Management Board (contractor) said that up to now, the progress of the package undertaken by the unit has reached about 42% compared to the contract, basically meeting the committed progress.
In addition to the main route, the unit is also constructing 20 bridges. Of these, two large bridges are ahead of schedule, namely the Highway 61 and Lo Da overpasses. Two other large bridges, Nang Mau and Kenh Tu, will complete the installation of girders in August 2024. All are striving to achieve the goal of completing the entire bridge deck concrete by the end of 2024.
“After about 19 months of construction, overcoming many difficulties and challenges in terms of sand material sources, site clearance, and weather, the project has now reached 37% of the contract value.”

Concentrate on construction at the site
The Can Tho – Ca Mau Expressway is over 110km long and is divided into two sub-projects. These are two of the 12 sub-projects of the North – South Eastern Expressway in the 20221-2025 period that must be completed in 2025.
Construction started in January 2023, after three months, land acquisition problems and lack of sand materials for roadbed construction have significantly affected the project's progress.

Racing against the rain, the mechanics still focused on working.
Under the strong direction of the Government, Deputy Prime Minister Tran Hong Ha and Minister of Transport Nguyen Van Thang have directly worked with localities to resolve sand resources. Up to now, the sand material problem of the project has been basically resolved.
According to the My Thuan Project Management Board (investor), the Can Tho – Ca Mau project needs 18.5 million m3 of sand. The supply source has been identified and the localities have issued certificates confirming that they are eligible to exploit 22.3 million m3. The remaining amount is completing the procedures for granting mining licenses.
“Currently, An Giang province is completing procedures to transfer 1.4 million m3 of sand from the Chau Doc – Can Tho – Soc Trang expressway project to the project.
Vinh Long province is completing procedures to grant three sand mines with reserves of 0.8 million cubic meters of sand. Ben Tre province has also introduced two sand mines to the project to conduct surveys under a special mechanism.
Estimated reserves are about 2 million m3 of sand. Sea sand in Soc Trang province is also being exploited and transported to the construction site.

So far, the difficulty in sourcing materials has been basically resolved, and sand is being urgently brought to the construction site. The Board is directing contractors to focus on mobilizing machinery and equipment, strengthening the loading work, aiming to complete the loading of 110km of the main route by the end of October 2024.

Sharing with Giao Thong Newspaper reporters, Mr. Le Tuan Anh, Commander of the contractor Construction Corporation No. 1 (CC1), said that the difficulties in sand material sources have been resolved after many inspections by the Prime Minister, Deputy Prime Minister, and the Ministry of Transport.
“In the spirit of the Prime Minister's direction, especially during the most recent inspection trip, we mobilized human and material resources in the spirit of "three shifts, four shifts".
Besides, barges are mobilized to bring sand materials to the construction site to carry out sand loading, determined to complete according to the schedule set by the Government", Mr. Tuan Anh emphasized.
At the connecting points in Tuyen Quang, Quang Binh, Da Nang, Binh Dinh, Khanh Hoa, Dong Nai, Ba Ria - Vung Tau, Ho Chi Minh City, Dong Thap, Ca Mau, Soc Trang, An Giang, Tien Giang, Secretaries, Chairmen of provinces and cities and related departments, branches, representatives of project management boards, contractors will watch the launching ceremony of the emulation campaign.
