Administrative procedures received many times when merging

Comrade Vo Thanh Nhanh, Vice Chairman of the Commune People's Committee, Director of the An Thanh Commune Public Administration Service Center, said that after officially coming into operation from July 1, 2025, the Center has focused on implementing solutions to improve the quality and efficiency of operations to best meet the needs of organizations and individuals in handling administrative procedures. The commune has publicly and transparently posted administrative procedures, processes, and handling officers; fully publicized regulations on fees and charges in accordance with regulations. At the same time, it has reviewed and simplified the reception and handling of administrative procedures at the Center, associated with increasing the application of information technology and providing online public services.

In particular, review the staff to meet the conditions, standards, and quality of staff according to general requirements, especially meeting the requirements for staff with capacity and authority to directly appraise and approve administrative procedures at the Center. Currently, the total number of staff, civil servants, and public employees performing tasks at the Center is 16 people and this is a team with qualifications, capacity, enthusiasm, responsibility, and high sense of discipline. The Commune People's Committee also regularly monitors and urges departments and units in the process of handling administrative procedures, minimizing overdue records.

From July 1, 2025 to present, the center has received over 1,500 citizens coming to contact to carry out administrative procedures in various fields and has received and resolved over 1,000 records; received over 150 records of regular administrative records (not included in the Administrative Procedures Set). In recent days, the number of records received has been quite large, with some days reaching over 100 records.

Comrade Nguyen Van Dong, a cadastral officer of An Thanh commune, shared: “Currently, the amount of work related to land is very large; this field now has many changes that need to be guided and explained carefully so that people can understand clearly, so it takes a lot of time. We always try our best, do all the work, not all the hours, with high pressure in the hope of serving the people best”.

Saturday for the people

“Given the actual situation of the locality, the People's Committee of An Thanh commune decided to implement the Saturday for the people model. Instead of taking a break on the weekend, on Saturday , the An Thanh Commune Public Administration Service Center will still be open to receive and process administrative records to promptly resolve the legitimate needs and interests of the people , especially workers who are busy with work during the week. On Saturday, August 23, 2025, we officially implemented procedures such as civil status, certification, land, and land use conversion for people to build houses. The model was widely announced by the locality, so on Saturdays, there were quite a lot of people coming. This is not just a normal working Saturday, but also carries the meaning of the Party Committee and the An Thanh Commune government's concern for the people" - Comrade Vo Thanh Nhanh shared.

Satisfied with the Saturday for the people model and the service attitude of the civil servants at the An Thanh Commune Public Administration Service Center, Ms. Pham Thi Em, residing in An Lac Hamlet, An Thanh Commune, smiled and said: “My younger brother and I have been planning to go get the land use right certificate for a long time, but my younger brother has to work during the week so he can’t go. Working on Saturday is really convenient for the people; the staff are cheerful, enthusiastic in guiding and handling the work quickly; they set a specific date to return the results.”

According to Mr. Huynh Thanh An, Chairman of the People's Committee of An Thanh Commune, the locality always strives to innovate and reform with a sense of responsibility, close to the people and best serve the people. In September 2025, the People's Committee of the Commune will continue to launch the "Mobile Public Administration" model to receive a number of simple procedures to meet the necessary requirements of the people in performing administrative procedures. Initially, it will be deployed in each hamlet or residential area, creating favorable conditions for people to access and perform administrative procedures, saving time, travel costs, and shortening the processing time. The target subjects are those under social protection (orphans, disabled people), the elderly, the lonely... After that, it will gradually move towards "Mobile Public Administration" to each house and the implementation will promote the strength and pioneering role of the union members.
