The plan aims to fully implement preferential policies, support in finance, tax, land credit, and commercialization of research results as prescribed in Decree No. 13/2019/ND-CP. At the same time, assign relevant agencies and units to synchronously implement activities to support the development of science and technology enterprises; enhance the effectiveness of inter-sectoral coordination and improve the effectiveness of state management in implementing policies to support science and technology enterprises.

Accordingly, every year the Department of Science and Technology will issue new, change or supplement licenses to 7-10 science and technology enterprises. By 2030, the city will establish 40-60 more science and technology enterprises.

To achieve the set goals, the plan focuses on implementing the following main tasks: propaganda
