One exemplary case is Mr. Tran Quang Tien, Party Secretary and Head of Phu My village, Chuong Duong commune ( Hanoi ). With a sense of responsibility and dedication, he directly participated in the propaganda and mobilization work among households subject to land clearance, contributing to resolving difficulties at the grassroots level.
According to Mr. Tran Quang Tien, the most important thing to gain public consensus is to make all information related to compensation and support policies public and transparent.
"People agree when they clearly understand their rights. Therefore, during the communication process, we always try to explain things specifically and clearly, and listen to the concerns of each household to resolve them together," Mr. Tien shared.

In addition to disseminating information at meetings, Mr. Tien and representatives from various village organizations proactively visited each family to discuss the matter directly. With the advantage of being locals and having a thorough understanding of each household's circumstances, the persuasion efforts became more personal and effective. In some cases, families were initially hesitant and worried about the support policies, but after repeated explanations and dialogues, they gradually understood the project's purpose and agreed to hand over their land.
Mr. Tien added that the actual implementation process also encountered many difficulties, especially with cases where land records were incomplete or had changed over time.
"For some households, the relevant agencies have to meticulously review old land records and cross-reference them multiple times before they can fully determine the origin of land use. Therefore, public relations work must go hand in hand with caution and objectivity so that people feel secure and confident," he said.
According to Comrade Tu Duc Manh, Standing Committee Member of the Party Committee and Permanent Vice Chairman of the People's Committee of Chuong Duong commune, promoting the role of Party branch secretaries and village heads has made a significant contribution to bringing the Party's guidelines and State policies closer to the people. Instead of just conveying information in a one-way manner, grassroots officials also directly reflect the thoughts and aspirations of the people to the government, helping the local government to promptly adjust and resolve difficulties arising during implementation.

In reality, in areas where local officials do a good job of disseminating information and mobilizing support, the progress of land clearance is smoother, and the number of complaints and petitions is reduced. This is also clear evidence of the effectiveness of grassroots public relations work, as people have access to complete information, are listened to, and their legitimate rights are ensured.
Besides the involvement of the Party branch secretaries and village heads, the Party Committee and People's Committee of Chuong Duong commune also regularly organize dialogue sessions, publicly disclose compensation and support plans, and direct working groups to carefully review files to ensure implementation is in accordance with regulations, fair, and transparent.
It is evident that, during the implementation of key local projects, the role of grassroots officials is increasingly being affirmed. This is not only a crucial factor in ensuring project progress but also contributes to strengthening people's trust in the local Party committee and government. When each Party branch secretary and village head truly plays a pivotal role at the grassroots level, mass mobilization work will be more effective, creating a solid foundation for the successful implementation of development policies in the future.
