Socialization of resources for science and technology transfer

Speaking at the opening of the workshop, Vice President of the Vietnam Union of Science and Technology Associations, Dr. Pham Quang Thao, said that the policy of socializing science and technology is the solution to the resource problem. This is not only about mobilizing finance, but also about mobilizing the intelligence, participation and enthusiasm of the entire population, businesses and the community. This is in line with the spirit of Resolution No. 57-NQ/TW of the Politburo , considering science, technology and innovation as the direct driving force of development, which must permeate all aspects of social life.

Dr. Le Cong Luong, Head of the Department of Science and International Cooperation (Vietnam Union of Science and Technology Associations) emphasized that in recent years, the State has issued many important policies to encourage the socialization of science and technology activities, especially Resolution 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation... These documents clearly define the role of non-public science and technology organizations in mobilizing social resources to develop science, technology and innovation.

According to statistics, in the period 2021-2024, affiliated scientific and technological organizations together with member associations of the Vietnam Union of Science and Technology Associations organized 148 scientific conferences, 364 scientific seminars and carried out hundreds of communication campaigns and models of knowledge dissemination to the community. These organizations also published more than 106,000 propaganda publications, deployed 148 communication campaigns on biodiversity conservation and 146 biodiversity conservation models.

However, reality also shows many shortcomings and limitations such as: communication work is not yet synchronous, knowledge dissemination is still monotonous, capacity to participate in scientific and technological topics is not strong, and some legal regulations are not really favorable for socialization.

Proposing solutions to mobilize resources from socialization to implement science and technology transfer, Master Nguyen Anh Quan, Institute of Vocational Education Research, said that currently, state budget resources cannot fully meet the strong development needs in all fields.

Therefore, mobilizing resources from socialization is an inevitable solution, helping to increase financial potential, promote innovation, and expand the ability to disseminate and apply scientific and technological research results into practice. Socialization not only brings material resources but also arouses the intelligence, sense of responsibility and creativity of the entire population, contributing to the formation of a multi-dimensional cooperation ecosystem between the State - enterprises - institutes - schools - society.

To mobilize resources from socialization, first of all, it is necessary to promote the role of enterprises in research and technology transfer; create conditions for enterprises to participate early and remotely in the research and technology transfer process, through cooperation programs, support mechanisms and specific incentives.

Second, strengthen cooperation between enterprises and research institutes and universities. Third, encourage enterprises to invest in research and development; have preferential policies on tax, credit and innovation support funds to encourage enterprises to invest in research on new technologies.

In addition, it is necessary to complete the legal framework on technology transfer. In particular, clearly defining the responsibilities, rights and obligations of the parties in the transfer contract, creating trust for businesses and scientists.

The close coordination between the State-enterprises-institutes-schools-society will create a combined strength, turning science and technology into the central driving force of sustainable development, making practical contributions to the cause of industrialization, modernization and national digital transformation.
