Luong Son Commune: Promoting synchronous economic - cultural - social development

The 1st Congress of the Party Committee of Luong Son Commune, Lam Dong Province, term 2025 - 2030, took place on the afternoon of July 25, with the participation of 160 official delegates representing 572 party members in the entire Party Committee of the commune.

Attending the event were comrades: Bo Thi Xuan Linh, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial Vietnam Fatherland Front Committee; Tran Van Thuong, Member of the Provincial Party Committee, Deputy Secretary of the Provincial Party Committee, and leaders of departments, branches and localities.

The first Congress of the Party Committee of Luong Son commune, term 2025-2030, is a Congress of special political significance, the first Congress after the establishment of the new Luong Son commune on the basis of merging Luong Son town and Song Binh commune according to the Resolution of the National Assembly Standing Committee and officially switching to a 2-level local government organization model.

Comrade Lam Hong Tuyen, Secretary of the Party Committee of Luong Son commune, delivered the opening speech of the Congress.

The congress focused on evaluating results, highlighting limitations and lessons learned from the previous term, and from there proposing directions and solutions for the new term.

Accordingly, in the 2020 - 2025 term, the commune's budget revenue reached 157.82 billion VND. The outstanding debt of the Policy Bank by the end of 2024 had settled loans of 901.93 billion VND/1,689 households. Investment and development of infrastructure in the commune has been focused on implementation with investment from the budget of 30 projects/121.8 billion VND and mobilized contributions of 24 projects/9.88 billion VND.

Comrade Vo Tien Trung, Deputy Secretary of the Party Committee, Chairman of the People's Committee of Luong Son commune, approved the political report.

The National Target Program on New Rural Development has achieved 14/19 criteria, reaching 73.6% of the Resolution set by the Congress. The rural clean water system has been expanded. The fields of health, education , culture, society, and poverty reduction have been given attention; national defense - security, and social order have been maintained.

Comrade Nguyen Thanh Chuong, Standing Deputy Secretary of the Party Committee, Chairman of the People's Council of the commune, reported on the review of the Executive Committee of the Party Committee of the commune.

In addition, Party building and implementation of the Party Charter have been properly focused; the leadership methods of Party committees, the management and operation of the government, and the activities of the Fatherland Front and socio-political organizations have had positive changes, creating increasingly higher consensus and social stability.

Speaking at the Congress, Comrade Bo Thi Xuan Linh, Member of the Provincial Party Standing Committee, Vice Chairman of the Vietnam Fatherland Front Committee of Lam Dong Province acknowledged the achievements of the locality in the past 5 years. At the same time, she emphasized that the 1st Congress of the Party Committee of Luong Son Commune took place right after completing the arrangement of commune-level administrative units, demonstrating the spirit of initiative, determination, and high responsibility of the Standing Committee and the Executive Committee of the Commune Party Committee in the leadership and direction, both arranging the organizational apparatus, stabilizing personnel, and carefully preparing for the Congress in accordance with the direction of the Provincial Party Standing Committee.

The merger of two communes into a new administrative unit not only expands the scale of natural area and population but also creates new development space and at the same time sets new requirements for organization, management and socio-economic development.

On behalf of the provincial leaders, comrade Bo Thi Xuan Linh, Vice Chairman of the Provincial Vietnam Fatherland Front Committee, presented a congratulatory banner to the Congress.

The Vice Chairman of the Provincial Vietnam Fatherland Front Committee suggested that in the new term, the Party Committee of Luong Son commune needs to have solutions to promote local potential and advantages, develop the economy and society quickly and sustainably. Promote digital transformation, apply science and technology. Focus resources on building a commune that meets new rural standards by 2029. At the same time, pay attention to improving people's knowledge, taking care of people's health, improving the quality of education, solving social security issues, improving people's quality of life. Do a good job of ensuring national defense and security.

In addition, focus on perfecting and continuing to consolidate a clean and strong Party organization. Persistently innovate leadership methods, improve the capacity and fighting strength of grassroots Party organizations and the quality of cadres and Party members. Promote the role of the Vietnam Fatherland Front and socio-political organizations in Party and government building.

In the 2025 - 2030 term, the Party Committee of the commune sets the goal of building a truly clean and strong Party Committee. Closely linking planning, infrastructure development, land management, urban - rural order and public services; promoting synchronous economic - cultural - social development with 3 development pillars: "trade, services - industry - high-value ecological agriculture". Carrying out 3 key tasks, 2 breakthroughs; striving to complete targets such as: Local budget revenue meets the target assigned by the province and increases by an average of 10% annually, having 2 or more products evaluated and classified as OCOP products, the poverty rate reduces by the end of the term to less than 1% of the total number of households in the commune, creating new jobs for 300 workers/year or more...

Units and businesses donate funds to build Great Solidarity houses at the Congress

On this occasion, in order to carry out the emulation movement of the whole country joining hands to eliminate temporary and dilapidated houses, contributing to the overall success of the Party Congress of the commune, the Standing Committee of the Party Committee of Luong Son commune received financial support to build 3 Great Solidarity houses from companies and enterprises located in the commune, with a total value of 150 million VND.

Secretary of the Party Committee of Luong Son commune presented a letter of thanks to the units and enterprises that sponsored the construction of the Great Unity house.

According to Decision No. 2344-QD/TU of the Provincial Party Standing Committee, the Executive Committee, Standing Committee, Secretary and Deputy Secretary of the Party Committee of Luong Son commune were appointed for the 2025-2030 term.

Accordingly, the Party Executive Committee of Luong Son commune consists of 18 comrades; the Standing Committee of the Party Committee of the commune consists of 7 comrades. Comrade Lam Hong Tuyen was appointed to hold the position of Party Committee Secretary; comrades Nguyen Thanh Chuong and Vo Tien Trung were appointed to hold the position of Deputy Party Committee Secretaries of the commune.
