Phu Nghia Commune: Nearly 4,000 records resolved in the first month of operating the 2-level local government

HNP - After one month of implementing the two-level local government model, the administrative apparatus in Phu Nghia commune has gradually come into stable and effective operation. The organization and operation of the new apparatus has promptly met the needs of the people, contributing to enhancing the effectiveness and efficiency of state management and bringing the government closer to the people.

According to Chairman of Phu Nghia Commune People's Committee Nguyen Dinh Sy: After one month of operating under the 2-level local government model, the key tasks in the area have basically been effective and uninterrupted. The local government is truly close to the people, promoting effectiveness and efficiency.

The commune has synchronously implemented the tasks of development, economy, culture, society, maintaining political security, social order and safety. In the field of agricultural and rural production, natural disaster prevention, the commune has directed to ensure the right progress; at the same time, implemented the rat extermination plan to protect production and public health. Along with that, the People's Committee of Phu Nghia commune has reviewed agricultural material trading establishments and establishments granted certificates of food safety in the agricultural sector in the area. In particular, from July 18 to 25, the commune has deployed a campaign to simultaneously exterminate rats throughout the area to protect crops and minimize damage to farmers during the crop season.

Leaders of Phu Nghia commune visited and inspected the workplaces of departments, offices and public service units under the People's Committee of the commune.

Phu Nghia Commune is actively registering tasks in the fields of cooperative economy , rural development and poverty reduction to serve the work of planning for 2026; reviewing the current status of poverty and near-poverty reduction targets for 2025; issuing a Decision to establish a Steering Committee to review poor households, near-poor households, households with average living standards and implement policies to support the poor in the commune; proposing support policies for near-poor households according to the Central poverty standards.

In the first month of operating the 2-level local government model, Phu Nghia commune paid special attention to land management, construction order and environmental protection. With the motto "say no to land and construction order violations", in 1 month, the commune promptly prevented and handled over 20 land and construction order violations in the area. Along with that, the Commune People's Committee organized a conference to exchange information on land management, construction order and environmental protection; implemented the signing of a commitment between the village chief and the Commune People's Committee Chairman on coordination in land management, construction order and environmental protection. At the same time, the plan to implement the emulation movement "Bright - Green - Clean - Beautiful" in the whole commune was deployed.

At the same time, the Party Committee and People's Committee of Phu Nghia commune have issued documents directing the work of natural disaster prevention, control, search and rescue in 2025. Functional forces are on duty 24/7 to monitor weather developments, promptly handle incidents; at the same time, check and review local flooding points, direct drainage and clear the flow to minimize damage.

In addition, the commune also urged Xuan Mai Urban Environment Company to urgently dismantle the clean water pipeline in accordance with the direction of the Hanoi City Department of Irrigation and Disaster Prevention, to ensure the safety of the Bui left dike during this year's storm season.

In the field of health and social protection, Phu Nghia commune continues to strengthen disease prevention and control in the area. The commune has implemented the Disease Prevention and Control Plan for the last 6 months of 2025; regularly organizes and maintains regular vaccination sessions to protect public health. Temporarily guides the functions and tasks of medical units under the People's Committee of the commune.

The commune also developed and implemented a work plan to ensure food safety during the peak period, serving the activities to celebrate the 80th anniversary of the August Revolution (August 19, 1945 - August 19, 2025), the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025), the first Congress of the Phu Nghia Commune Party Committee, term 2025 - 2030 and the 18th Congress of the Hanoi City Party Committee, term 2025 - 2030. After the two-level government came into operation, administrative procedure settlement at Phu Nghia Commune Administrative Service Point was carried out quickly and effectively, meeting people's expectations.

After 1 month of operation, Phu Nghia Commune Public Administration Service Point has received and processed nearly 4,000 administrative procedure files, of which over 95% of files were processed on time or early. The field with a high online processing rate is the Civil Status field, reaching 58.47%.

The commune's public administrative service point performs well in receiving and resolving administrative procedures for organizations and individuals.

The service attitude of officials and civil servants has been recognized by the people as having positive changes. People are gradually getting used to the modern one-stop process, the submission of documents is monitored publicly and transparently; the situation of going back and forth many times or depending on familiar officials is gradually reduced.

To achieve this result, Phu Nghia commune has focused on training and fostering a team of cadres and civil servants, ensuring sufficient capacity, qualifications and legal knowledge to meet the requirements of new tasks. Along with that, the commune has also invested in upgrading facilities, working equipment and information technology infrastructure, creating favorable conditions for handling administrative procedures and serving the people better.

Regarding cultural work, digital transformation, science and technology and information, Phu Nghia commune has developed an information and propaganda plan to serve the activities to celebrate the 80th anniversary of the August Revolution and National Day September 2 in the area. At the same time, the commune is drafting a Decision on establishing an Inspection Team for business activities in the fields of culture, sports, tourism, advertising, writing and placing signs, electronic games, information and communication in 2025.
