Phu Thai commune urgently clears land for key projects

People of Phu Thai commune whose land was acquired to supplement the project of building an interchange connecting National Highway 17B with National Highway 5 and the Hanoi - Hai Phong railway signed to receive compensation support money.

Phu Thai commune was established on the basis of merging the communes: Kim Lien, Kim Xuyen, Kim Anh and Phu Thai town (belonging to the old Kim Thanh district). These communes were previously localities with many key projects and works of the district. However, to prepare for the implementation of the 2-level local government model, the old Kim Thanh district had to temporarily stop implementing projects and works. In early July 2025, when the new government apparatus was put into stable operation, Phu Thai commune urgently restarted this work, creating momentum for local development.

Identifying site clearance as the key step in implementing socio -economic development and infrastructure projects, immediately after the two-level local government apparatus is put into stable operation, the Standing Committee of the Commune Party Committee directs the Compensation, Support and Resettlement Council to implement each specific project. At the same time, establish a Propaganda Subcommittee consisting of prestigious, capable and responsible officials and leaders.

To create consensus among the people, the Commune Party Committee directed the government, the Fatherland Front and organizations from the commune to the village to grasp the thoughts and aspirations of the people, thereby building appropriate propaganda content.

Comrade Nguyen Huu Thong, Secretary of the Party Committee of Phu Thai commune, said that in addition to the participation of the entire political system, each member of the propaganda and mobilization team must clearly understand each project and construction; grasp the regulations and policies on compensation and site clearance; publicize and be transparent about policies, know how to listen and share with people whose land is recovered to have the most appropriate support solutions.

By August 24, the site clearance work for the Kim Lien - Kim Tan bridge construction project and the approach roads at both ends of the bridge on the Kim Luong - Lien Hoa district road was completed by Phu Thai commune, handing over the site to the investor.

Ensure plan progress

Comrade Le Thi Thuy Van, Vice Chairwoman of Phu Thai Commune People's Committee, said that after implementing the 2-level local government model, Phu Thai Commune has 7 projects and works to implement land clearance and recovery. The projects are all key traffic works, opening up new development space for the locality and neighboring areas. Among the above projects, there are 6 projects transferred from Kim Thanh district (old) and 1 new investment project.

Notably, the project to build an interchange connecting National Highway 17B with National Highway 5, Hanoi - Hai Phong railway in Kim Xuyen commune (old), with a total investment capital of 1,867 billion VND from the central and local budgets, invested by the West Hai Phong Construction Investment Project Management Board. The local government has focused on site clearance. As of September 10, Phu Thai commune has basically completed and handed over the clean site to the investor.

Due to the high concentration in site clearance, many projects that had encountered difficulties have now been completed by the commune and the land has been handed over to investors. A typical example is the Kim Lien - Kim Tan Bridge Construction Project and the two-way approach road on the Kim Luong - Lien Hoa route, with a total investment of 74 billion VND, invested by the Kim Thanh Area Construction Investment Project Management Board. The project needs to recover more than 1.7 hectares of land from 43 households. By the end of June 2025, the locality completed the land recovery of 40 households, while 3 households have not yet agreed. Phu Thai commune focused on propaganda and dialogue with the heads of the Party Committee and government with 3 households. By August 24, all 3 households agreed on the compensation plan, received money and handed over the land. Currently, the project has a clean site to be implemented on schedule.

Regarding the project to renovate and upgrade the road from Bat Nao bridge (Kim Anh commune) to Kim Lien commune, nearly 3 km long, started by Kim Thanh district (old) in January 2025 with a total investment of nearly 37 billion VND, the project needs to recover 3.93 hectares of land from 150 households. Since the beginning of August, Phu Thai commune has actively promoted, mobilized, and publicized the compensation plan. By the beginning of September, the remaining 41 households agreed to receive compensation with a total amount of 1.4 billion VND. Currently, the recovery of agricultural land has been completed; the remaining residential land is being implemented according to regulations, expected to be completed and handed over the entire site before September 20.

With the synchronous participation of the entire political system, Phu Thai commune has gradually completed site clearance for many projects and works, contributing to promoting construction progress and ensuring compliance with the set plan.
