Phuoc Long Commune and Hong Dan Commune meet the standards for establishing wards.

On the morning of May 29th, a delegation from the Provincial People's Council, led by Mr. Hoang Dinh Liem, Head of the Legal Affairs Committee of the Provincial People's Council, conducted an inspection of the report on the implementation of legal regulations regarding the establishment of wards in Phuoc Long and Hong Dan communes.

According to the report, Phuoc Long Commune and Hong Dan Commune have met all 5/5 criteria for establishing wards according to Resolution No. 112 of the Standing Committee of the National Assembly on the standards of administrative units.

Mr. Hoang Dinh Liem, Head of the Legal Affairs Committee of the Provincial People's Council, requested Phuoc Long Commune and Hong Dan Commune to continue revising their reports and prepare all necessary legal documents to ensure compliance with regulations.

Specifically, Phuoc Long commune has a population of over 40,000 people (the regulation stipulates over 21,000 people), a natural area of ​​over 98 km2 (the regulation stipulates over 5.5 km2), and an urban population of nearly 22,000 people (the regulation stipulates over 50% of the population). Phuoc Long commune has been identified by the province as the central urban area of ​​the satellite towns of Ninh Quoi, Hong Dan, and Vinh Phuoc.

Phuoc Long commune has a fairly modern transportation infrastructure.

Hong Dan Commune has a population of over 53,000 people, a natural area of ​​over 124 km2, and its average per capita income in 2023, 2024, and 2025 is higher than the provincial average per capita income. The poverty rate in the last three years is lower than the provincial average.

The People's Committees of the two communes have also completed the process of gathering public opinion on the plan to establish a ward, the name of the administrative unit, and the location of the new administrative unit's headquarters. As a result, 100% of households in the area agree to the upgrade from a commune to a ward.

Mr. Nguyen Ngoc Tung, Head of the Culture and Social Affairs Department of Hong Dan commune, reported on the standards met according to regulations for upgrading to a ward.

Comrade Nguyen Nhan Duc, Chairman of the People's Committee of Hong Dan commune, said that the locality will focus on improving the quality of standards that are still "weak" after being upgraded to a ward.

During the meeting, members of the Provincial People's Council's committees requested the two communes to review the determination of the province's poverty rate for 2023 and 2024 based on the former Bac Lieu and Ca Mau administrative boundaries to ensure consistency among localities. They also requested the submission of supporting documents proving the province's approval of the planning, and clarification of data in the report such as the poverty rate, average per capita income, and the percentage of non- agricultural laborers, in order to expedite the completion of the dossier and proposal for the establishment of the ward before submitting it to the competent authority for approval.
