
Previously, the annual investment attraction targets for projects were assigned by the Provincial People's Committee to the Department of Finance, the Provincial Economic Zone Management Board and the District People's Committees, while the communes and wards hardly participated or if they did, they mainly coordinated in determining the origin of land and architectural works on the land so that investors in industrial parks and industrial clusters (ICs) could carry out site clearance. From July 3, the Provincial People's Committee assigned targets to 49/58 communes and wards (new) in Binh Dinh province (old) to attract investment from 1 to 4 projects. This means that the communes and wards have become the "main actors" in investment attraction.
Many localities such as Canh Vinh commune have taken positive actions, demonstrating high determination in implementing the province's assigned targets (attracting 4 new projects - the most in the province). The commune has reviewed the master plan to establish a detailed plan, and at the same time built an action program, a socio-economic growth scenario and investment attraction for the last 6 months of 2025. The commune also determined the location and area of Canh Hien Industrial Park and Canh Hiep Industrial Park, and asked the province for approval to establish these 2 industrial parks as a basis for site clearance, attracting enterprises to invest in technical infrastructure of the industrial park and inviting secondary enterprises.
Mr. Nguyen Thanh Do - Standing Vice Chairman of Canh Vinh Commune People's Committee - said: The commune proactively contacted and invited businesses to invest and committed to creating the most favorable conditions for investors to develop sustainably. Currently, there is 1 enterprise interested in investing and doing business in Canh Hien Industrial Park infrastructure and 1 other enterprise is promoting investment registration for a high-tech livestock project in Chanh Hien village. The commune continues to seek support from departments and branches and strengthen promotion and invitation for businesses to invest in the locality.
Similarly, Phu Cat commune was assigned by the province to attract 3 new projects. The commune has completed a detailed scenario, defining tasks and solutions to attract new projects. The commune's advantage is that it has 2 industrial parks, Go Mit and Cat Trinh, planned by the province to be located near national and provincial highways, very convenient for traffic and freight transport.

Currently, Go Mit Industrial Park has completed its technical infrastructure, many enterprises are operating effectively, but there are still 3-4 hectares of clean land; Cat Trinh Industrial Park has 5 hectares left. Recently, after being taken to the field by the commune, some enterprises in Ho Chi Minh City raised the issue of renting the remaining land area of Go Mit Industrial Park to build factories. For Cat Trinh Industrial Park, the commune has supported Nha Be Garment Company (the investor in the infrastructure business of Cat Trinh Industrial Park) to adjust the planning, and at the same time supported connecting and introducing secondary enterprises to rent land to build factories. Currently, Delta Galil Company Limited is negotiating to rent the remaining area in Cat Trinh Industrial Park to build a factory to produce garment products. Mr. Bui Quoc Nghi - Chairman of the Commune People's Committee - said: The commune is calling for enterprises to invest in the residential and urban area project south of Kieu An bridge and the triangle park project north of the commune. The good news is that an investor has promoted the registration to invest in the Northern Triangle Park Project of the commune.
Assigning specific investment attraction targets to communes and wards is a new step towards strong decentralization, promoting the initiative of grassroots authorities in local economic development, contributing to the completion of the province's socio-economic development targets in 2025, creating momentum for the following years. Time and opportunities do not wait for communes and wards. If localities do not act quickly, it will be very difficult to ensure the targets assigned by the province, and opportunities will no longer exist, affecting the overall development of the whole province.
Therefore, in recent days, provincial leaders have gone to inspect the situation and requested communes and wards to quickly concretize the assigned targets into practical action programs, suitable to the conditions of each locality. Officials and civil servants work with the spirit of "when the work is done, not when the time is up", not saying no, not saying it is difficult, saying it must be done, committing to it must be done!
