Tu Nghia commune was established on the basis of merging 04 administrative units, including: La Ha town, Nghia Trung commune, Nghia Thuong commune and Nghia Hoa commune. Tu Nghia is the first locality in Quang Ngai province to hold a “paperless” Party Congress. All documents are digitized and provided via QR codes. Delegates attending the first Party Congress of the commune for the 2025-2030 term will be equipped with devices such as laptops and tablets to look up information and follow discussions and reports. This innovation demonstrates the strong transformation of Tu Nghia commune in the journey of digital transformation and modernization of the government apparatus.

Mr. Nguyen Van Trinh, Chief of the Office of the Party Committee of Tu Nghia Commune, Quang Ngai Province, said: “ If the paperless congress has a problem with the transmission line, delegates will not be able to access the documents. The most important thing is the problem there. Therefore, the commune leaders directed the agencies and branches to focus on directing priority on upgrading the transmission line, to ensure that delegates attending the preparatory and official congresses can update the software on the QR code.”

Tu Nghia Commune identifies digital transformation and administrative reform as an important step in successfully implementing the task of socio-economic development and a key task in the locality's direction and administration. The synchronous investment in modern machinery systems, application of digital technology and improvement of service spirit create an effective working environment, helping to quickly resolve administrative procedures for people and businesses.

Mr. Le Van Thai, Deputy Director of the Public Administration Service Center of Tu Nghia Commune, Quang Ngai Province said:
“The Center has invested in a queuing and scheduling system to handle administrative procedures. In the coming time, the Center will study and propose to specialized agencies, as well as superiors, to support upgrading equipment to better serve the people.”

In the 2020-2025 term, Tu Nghia commune has completed the targets set out in the Resolution. The average growth rate of product value reached more than 12.4%/year. The total state budget revenue in the area is estimated at over 209 billion VND. The value of industrial and construction production contributes greatly to the local economic growth. La Ha Industrial Cluster with 18 enterprises is creating jobs for over 1,000 workers.

In the 2025-2030 term, Tu Nghia commune strives for rapid and sustainable development with 14 main targets. In which, the average growth rate of product value in the period is over 10%/year.   Annual budget revenue exceeds the target assigned by the province by 5%. Average income per capita increases by 9.5% - 10%/year. The commune continues to invest in developing synchronous and modern infrastructure, prioritizing traffic and urban infrastructure, focusing on economic development associated with digital transformation and green transformation.
