Two options on the scope of the State Audit
Implementing the direction of Deputy Prime Minister Nguyen Chi Dung, the Ministry of Finance reported to the Steering Committee on the content and scope of the State Audit. Accordingly, it can be understood that the content of the State Audit includes: Enterprises with State capital contributions and State credit institutions; public service units (PSUs); state budget (NSNN), state reserves, non-budget state financial funds; land, other natural resources; other public assets (infrastructure systems, public headquarters...).
Regarding the scope of the State Audit included in the Resolution of the Politburo , based on research on the content, scope of the State Audit and practical situation, the Ministry of Finance proposed two options.
Option 1: The scope of the State Audit's research includes the following subjects: (1) Enterprises with State capital contributions and State credit institutions; (2) Public service units (PSUs) providing services that can be accessed under the market price mechanism and are competitive; (3) State financial funds outside the budget with credit nature; including an overall assessment of the State Audit.
Option 2: The scope of elements included in the Resolution may include resources and economic entities: (1) Enterprises with capital contributed by the State and credit institutions; (2) Non-state economic organizations; (3) State financial funds outside the budget; (4) State budget, state reserves; (5) Land, other natural resources; (6) Other public assets (infrastructure systems and public headquarters). In particular, focusing on research to include in the Resolution the following elements: Enterprises with capital contributed by the State and state credit institutions; Non-state economic organizations; State financial funds outside the budget.

At the meeting, members of the Steering Committee, including representatives of leaders of ministries, branches, agencies and localities, analyzed and discussed in detail the key elements, key points, advantages and disadvantages, scope and impact level of the two options. The majority of opinions chose option 1. In addition, there were also opinions that option 1 should be chosen, while considering studying and supplementing some elements of option 2.

Comprehensive, inclusive approach
Concluding the meeting, the Deputy Prime Minister thanked the members for attending the meeting and speaking fully, expressing their opinions, and making profound contributions to the implementation of the Project.
"This is a very important and difficult project because it is the foundation and driving force to mobilize and effectively use state resources, contributing to promoting the country's rapid and sustainable development, in the spirit of double-digit growth in the coming period. The state economic sector in general and state-owned enterprises in particular are holding a huge resource. It is necessary to propose solutions for this sector to promote greater efficiency, affirming its leading, dominating, leading and spreading role in the economy, pioneering in new fields, important fields, and strategic fields," the Deputy Prime Minister commented.
Up to now, we have not really approached the theory, concept, and definition to determine what the State Audit includes and have not assessed the state economy in a comprehensive and overall way. This time, although it is a difficult task and with limited time, the Steering Committee carries out the task in the spirit of an inclusive and comprehensive approach to the state economy.
In particular, the Deputy Prime Minister requested to focus on the core, key points, correctly assess the current situation, existence, and limitations of the State Audit; analyze the causes and lessons learned. From there, propose directions, visions of the State Audit and new, breakthrough tasks and solutions.
Regarding the drafting of the Resolution, Deputy Prime Minister Nguyen Chi Dung noted that the content must be concise, focused, specific, highly actionable, and must be implemented immediately upon issuance.
Based on the opinions and analysis of the members at the meeting, the Deputy Prime Minister shared his views on choosing option 1. The Ministry of Finance accepted the opinions and continued to clarify the contents. If there is any expansion, it will consider some elements of option 2, but option 1 is still the main one. At the same time, immediately after this meeting, a report on the meeting results will be submitted to the Prime Minister and the Steering Committee, and the Task Assignment Plan will be completed./.
