Identify vulnerable areas and ensure dam safety

Para Dam in Duy Thanh Commune, Duy Xuyen District, Quang Nam Province was built 20 years ago. This is a dual-purpose project, combining salinity prevention, freshwater retention, flood regulation and traffic connecting the eastern part of Duy Xuyen District with the outside. Before this year's flood season, the management unit of Para Duy Thanh Dam repaired degraded items to limit damage caused by floods. However, due to its long lifespan, Para Duy Thanh Dam, like many other projects in Duy Xuyen District, is facing urgent problems before the flood season arrives.

Mr. Le Trung Thuong, Standing member of the Search and Rescue Command of Duy Thanh Commune, said that in addition to the tasks of preventing salinity, keeping fresh water and coordinating traffic, during the rainy season, the valve system of Para Dam is operated according to the process approved by competent authorities to discharge floodwaters and reduce flooding for Duy Thanh Commune, Nam Phuoc Town and surrounding areas. Although it has been repaired, due to its long term of use, the dam has more and more cracks and is increasingly degraded, and the possibility of damage is inevitable.

According to Vice Chairman of Duy Xuyen District People's Committee Dang Huu Phuc, the district has many large irrigation works such as Vinh Trinh dam, Thach Ban dam, Phu Loc lake..., each with a capacity of up to millions of cubic meters. For these large lakes, the locality coordinates with the management unit to regularly monitor the developments and water storage capacity, especially the amount of water flowing into the lake when the rainy season begins. For small-capacity lakes managed by the locality, the units strengthen management, supervision, and promptly handle incidents. Localities have also developed plans to evacuate people to safe places as quickly as possible in case of dam incidents, identify vulnerable areas, areas regularly affected by water flowing from upstream to proactively prevent and mitigate damage caused by natural disasters.

On anti-erosion works along rivers, low-lying areas, more than 70 reservoirs, dams, anti-erosion embankments in districts, towns, cities in the delta region (including Thang Binh, Nui Thanh, Duy Xuyen, Que Son, Dai Loc, Dien Ban, Tam Ky, Hoi An) and mountainous districts with frequent landslides (such as Phuoc Son, Nam Tra My, Bac Tra My), the work of inspecting, reviewing, and assessing the current status of the dike system to identify key weak points in the basins of major rivers such as Vu Gia, Thu Bon and building dike protection plans, key protection plans is being resolutely implemented by localities. The works under construction are speeding up the progress, ensuring flood safety and flood regulation.

Vice Chairman of Nam Tra My District People's Committee Tran Van Man said that as a locality that often suffers heavy damage from natural disasters, the District People's Committee has a plan to prevent natural disasters very early, identifying vulnerable areas in each commune to proactively prevent and mitigate damage caused by natural disasters. For construction works, Nam Tra My District requires units to ensure flood safety, have specific plans and measures to protect assets to minimize damage caused by natural disasters.

For the people, in addition to regularly propagating to raise awareness and knowledge about natural disaster prevention, Nam Tra My district has so far rearranged nearly 400 households by interlacing and concentrated resettlement. Typically, Bang La Residential Area was built on an area of ​​over 6 hectares to arrange long-term stable resettlement for 36 households whose houses were eroded, washed away and completely damaged by floods in the 2020 flood season. Currently, essential infrastructure such as electricity, roads, schools and community houses, anti-erosion embankments and anti-flooding works for Bang La resettlement area have been completed and put into use, Vice Chairman of Nam Tra My District People's Committee Tran Van Man added.

Regarding the response capacity of the dike system and irrigation dams in the upcoming rainy season, Mr. Truong Xuan Ty, Deputy Director of the Department of Agriculture and Rural Development of Quang Nam province, said: The saltwater prevention dike system of Quang Nam province is mainly located along the Truong Giang River and 73 irrigation reservoirs, currently all of which are at low water levels. Before this year's flood season, localities and dam management units are focusing on repairing and upgrading to be ready for floods, and detailed scenarios have been developed for operation of plans to regulate water sources from upstream. On the other hand, the Department requires construction units of dam upgrade and repair projects to concentrate their forces to ensure safety in flood crossings, develop flood avoidance plans, and meet the requirements of flood prevention.
