On the afternoon of September 30, at a meeting with voters of constituency No. 10 (Hanoi), General Secretary To Lam affirmed an important highlight in the personnel preparation work for Party Congresses at all levels and the 14th National Party Congress: "This time, there will be no more local secretaries."

Along with that, the policy of arranging non-local leaders has been basically completed at the commune and provincial levels, applied first to the positions of party secretary, police director, court chief judge, prosecutor general, and will soon be expanded to include the chairman of the People's Committee, head of the Inspection Committee, and chief inspector.

The policy of arranging non-local leaders has been discussed for many years and gradually implemented over the terms, but has never been pushed to such a radical level as it is today.

This time, it will not only stop at the provincial or commune level secretaries, but will also be expanded to other key positions such as police director, chief judge, chief prosecutor, and will soon be considered for application to the chairman of the People's Committee, head of the inspection committee, and chief inspector. This is not just a personnel arrangement, but a breakthrough institutional decision, opening up the expectation of stopping from the root the situation of factions, group interests, and local risks which are fertile ground for corruption and negativity to arise, while at the same time creating a fair and transparent environment in personnel work.

Recent practice has shown that when leaders are attached to a locality for too long, they often cannot avoid being bound by social, clan, and friendship relationships. These ties, at first, may only be emotional, but over time, they easily turn into benefits, then form "roots and branches" that are deeply rooted in the apparatus. Many major cases that have been brought to light have shown the close collusion between provincial leaders and enterprises, maintained over many terms, to the point that an entire group of cadres are caught up in the spiral of violations. This is the most dangerous form of corruption, because it is not caused by a single individual, but by systematic violations, with mutual cover-up and collusion. If there is not a strong enough mechanism to stop it, the subsequent handling will be extremely difficult, even leaving serious consequences for socio -economic development and people's trust.

In that context, the arrangement of non-local secretaries, police directors, chief judges, and prosecutors will act as a "soft shield" but extremely effective. People transferred from other places, not burdened by relationships, not bound by invisible constraints, can frankly look at long-standing problems, dare to thoroughly handle "tumors" that local leaders often do not dare to touch because of love, respect, or relationships. Thanks to that, the pressing issues of the people and voters, which were once "left there", will have the opportunity to be resolved more strongly and decisively. Typical examples are the rotation of the Thai Nguyen Provincial Party Secretary and the Lao Cai Provincial Party Secretary, the Phu Tho Provincial Party Secretary and the Ninh Binh Provincial Party Secretary... These are unprecedented exchanges, showing the determination to thoroughly implement the policy of "not being local".

Many experts consider the policy of “non-local secretaries” to be a smart human resources policy. This policy will create a fair competitive space, encouraging talented people to be respected, instead of letting their abilities be overwhelmed by relationships. At the same time, it also sends a clear message that the Party does not tolerate cronyism and factionalism, but places fairness and transparency as its fundamental principles. This is the way to arouse the desire to contribute in the cadre team, so that each person can see that their development path must be built on ability and dedication.

The special point this time is that the policy will be implemented not only at the provincial level, but also at the commune level - the place closest to the people, where all policies are deployed directly to the people. Bringing non-local officials to hold leadership positions at the commune level will significantly contribute to limiting the situation of local clans, increasing objectivity and integrity in management. This is a change from the roots, from the foundation of the political system, creating long-term and sustainable transformation.

General Secretary To Lam also said that in the coming time, this policy will be considered to be expanded to the Chairman of the People's Committee, the Chairman of the Inspection Committee, and the Chief Inspector. When implemented synchronously, it will create a comprehensive "framework", ensuring that the most powerful positions of the locality are placed in an objective and transparent mechanism. This is truly an institutional step forward, contributing to perfecting the mechanism of power control in personnel work.

It can be seen that this policy not only serves one term, but also lays the foundation for a sustainable mechanism; affirming that the Party is determined to build a clean, honest, and people-oriented leadership apparatus. When the apparatus is clean from the root, people's trust will be strengthened and the country's overall strength will be multiplied. This policy, therefore, is not only a step in preparing personnel for the 14th Congress, but also a commitment of the Party in the journey of building a modern, transparent, and effective socialist rule-of-law State.
